STATEHOUSE (Feb. 19, 2026) – The Indiana Senate supported legislation authored by State Rep. Lori Goss-Reaves (R-Marion) updating dental licensing requirements and strengthening respiratory care standards.
House Bill 1254 would modernize dental education and practice requirements to reflect current workforce needs and industry standards. It would also streamline education and certification requirements for individuals applying for a dental license in Indiana, helping address the state's oral health care shortage.
"Indiana must ensure our licensing standards reflect today’s workforce needs while maintaining high-quality care," Goss-Reaves said. "This legislation removes unnecessary barriers for qualified professionals while protecting patient safety and strengthening oversight."
The bill would amend educational requirements for dental hygienists and update the requirements for administering nitrous oxide. It eases unnecessary regulations for dental assistants administering nitrous oxide while maintaining standards to ensure they are fully trained and competent.
Goss-Reaves said the legislation would allow the Indiana State Board of Dentistry to establish additional requirements for applicants who have failed the licensure examination at least three times, strengthening oversight and accountability in the licensing process.
Additionally, the bill would update licensure and temporary permit requirements for respiratory care practitioners. It requires certified respiratory therapists to pass both a Therapist Multiple Choice Examination and a Clinical Simulation Examination to ensure they are equipped with up-to-date training and clinical skills.
