STATEHOUSE (Jan. 13, 2026) – State Rep. Tim Yocum (R-Clinton) recently introduced legislation to further protect private property rights by prohibiting the use of eminent domain for carbon storage projects.
"Property owners should never be forced to give up their land for private carbon projects," Yocum said. "This bill puts landowners and my constituents first, while making sure these projects only move forward with willing participants."
Yocum said House Bill 1341 would remove the use of eminent domain for private carbon capture, carbon pipelines and other underground carbon storage projects. It would ensure landowners would not be forced to give up land for carbon sequestration initiatives.
HB 1341 was referred to the House Utilities, Energy and Telecommunications Committee. If it passes out of committee, the bill would move to the full House of Representatives for further consideration.
