STATEHOUSE (Aug. 19, 2026) – State Rep. Heath VanNatter (R-Kokomo) recently joined local leaders in Carroll County to break ground on Carriage Estates, a nearly $29 million investment in Flora supported by a $2.5 million READI 2.0 allocation.
VanNatter said the project will expand local housing capacity through a new infrastructure buildout and site development of a 28-lot subdivision, including construction of eight energy-efficient single-family homes.
"For families in Carroll County, affordability isn't an abstract issue, it's about having the opportunity to put down roots, own a home and build a future," VanNatter said. "Projects like Carriage Estates show what state investment can do when it reaches our communities and the people who call them home. I'm proud to see this investment come to Flora and create more quality housing for the families and workers in our community."
VanNatter said the project reaffirms Indiana's commitment to affordability when it comes to expenses everyday Hoosiers face, like housing costs and other necessities.
During the 2026 legislative session, House Republicans led further efforts through House Enrolled Act 1001 to expand housing availability, lower costs and help more Hoosiers pursue the American dream of homeownership.
Indiana’s READI program is a $1.25 billion investment in regional-led strategies designed to strengthen communities, retain and attract top talent and increase opportunities for Hoosiers for years to come.
