STATEHOUSE (Jan. 29, 2026) – The House passed State Rep. Alaina Shonkwiler's (R-Noblesville) legislation to prioritize Hoosier ratepayers and promote transparent, cost-effective practices among utilities.
"Our utility framework has served communities well for many decades, but as technology, policies and generation types advance, we must update our regulatory process to continue to meet ratepayers' needs," Shonkwiler said. "This legislation moves us to a performance-based system that holds utilities accountable for the outcomes we want – strong reliability, improved resilience and better affordability."
House Bill 1002, a House Republican priority, creates a performance-based ratemaking framework that connects utilities' yearly revenue and profit to their ability to successfully meet the needs of residential consumers. Utilities would be put on a multi-year plan for rate increases that includes performance incentives and disincentives in target areas such as service restoration, reliability and affordability.
In addition, ratepayers would have the option of predictable monthly utility expenses through fixed monthly payments and levelized billing plans. Increased grace periods on termination of services would also add protections for struggling Hoosiers in the hottest and coldest months of the year.
