STATEHOUSE (Oct. 8, 2025) – State Rep. Alaina Shonkwiler (R-Noblesville) recently presented retiring Noblesville Police Chief John Mann with a House District Declaration, recognizing his longtime service and leadership in the community.
Mann was appointed Noblesville police chief in 2020 after serving nearly 30 years with the Indianapolis Metropolitan Police Department. Under his leadership and in partnership with the mayor, Noblesville implemented and later expanded NobleACT, a mental health initiative between Noblesville police, fire, the mayor's office and area service providers to better assist individuals facing mental health crises, housing instability, addiction and other challenges. The program served as a model for Indiana's Community Cares Initiative, expanding resources for mental health crisis response across the state.
"Chief Mann has had such a strong impact on not just Noblesville, but on the safety and security of the entire state," Shonkwiler said. "It is an honor to recognize him for his leadership, passion and selfless service that has shaped our community for the better."
Shonkwiler said Mann also prioritized officers' wellness both on and off duty and implemented the "Noblesville Way" to instill pride, integrity and honor as guiding principles for the police department. He also expanded community engagement and outreach to build stronger ties to neighborhoods and local organizations. Under his leadership, SmartAsset named Noblesville the 12th safest suburb in the country.
A House District Declaration is a local award presented to Hoosiers in House District 29 who serve their community with high distinction and positively impact the lives of others.
