STATEHOUSE (April 25, 2025) – Legislation authored by State Rep. Elizabeth Rowray (R-Yorktown) to help more foster families access child care was signed into law.
Rowray said House Enrolled Act 1248 will make it easier for foster families to access affordable child care by expanding eligibility for the Child Care and Development Fund (CCDF) program. Under the new law, foster parent households can now qualify for CCDF assistance regardless of how many biological children they have, as long as they meet the program’s income requirements.
"It’s incredibly rewarding to see all our hard work on this bill lead to real results. By expanding eligibility for child care assistance, Indiana is helping foster families provide better care for children in need," Rowray said. "This law ensures that these families have another financial tool to provide a safe, loving and stable environment."
According to a report by Sevita, there are over 11,000 Hoosier children available for adoption but only 4,500 foster homes currently available. Rowray said expanding access to CCDF assistance will help more families provide this vital care.
To further support foster families, the law also requires the Indiana Family and Social Services Administration to reserve 200 CCDF vouchers specifically for children placed with licensed foster parents.
