STATEHOUSE (Aug 29, 2025) – Gov. Mike Braun recently ceremonially signed into law a bill authored by State Rep. Elizabeth Rowray (R-Yorktown) to help more foster families access child care.
Rowray said House Enrolled Act 1248 will make it easier for foster families to access affordable child care by expanding eligibility for the Child Care and Development Fund (CCDF) program. The new law stipulates that Hoosier foster families are eligible for CCDF vouchers for their foster child, as long as they meet the program’s income requirements.
"Child care costs should never stand in the way of families who are willing to foster," Rowray said. "This is a meaningful step toward strengthening Indiana’s foster care system. I look forward to seeing this law expand opportunities for foster families and ensure more children grow up in safe, supportive homes."
According to a report by Sevita, there are over 11,000 Hoosier children awaiting adoption but only 4,500 foster homes currently available. Rowray said expanding access to CCDF assistance will help more families provide this vital care.
To further support foster families, the law also requires the Indiana Family and Social Services Administration to reserve 200 CCDF vouchers specifically for children placed with licensed foster parents.
