Rep. Pierce's legislation protecting Hoosier investors signed into law

STATEHOUSE (March 18, 2026) – The governor recently signed into law bills authored by State Rep. Kyle Pierce (R-Anderson) to modernize Indiana's approach to digital assets, protect Hoosier investors and strengthen transparency in financial markets.

Pierce, vice chair of the House Financial Institutions Committee, said as digital assets continue to grow in popularity, the new laws position Indiana to adapt to emerging financial technologies while ensuring strong consumer protections.

"More Hoosiers are investing in digital assets, and it's important we create a framework that both protects consumers and promotes informed decision-making," Pierce said. "These new laws expand investment opportunities while ensuring strong safeguards are up to date and in place."

Recent reports show nearly 30% of American adults, or about 70 million people, own cryptocurrencies. Pierce said the state must respond to this growth in a responsible way that safeguards investors and public funds.

House Enrolled Act 1042 modernizes Indiana's retirement investment options by requiring self-directed brokerage accounts within defined contribution plans to offer at least one cryptocurrency investment option. This will align eligible investments with federal definitions and allows certain state investment plans to offer cryptocurrency exchange-traded funds.

The law also ensures individuals and businesses can maintain custody of their own digital wallets without unnecessary government interference. In addition, it supports blockchain innovation by protecting digital asset mining and network participation while maintaining existing zoning standards.

Additionally, HEA 1273 strengthens transparency and accountability in proxy advisory services, which influence how shareholders vote on corporate decisions. Pierce said the changes will help ensure investors receive clear and reliable information when making decisions about their investments.
