Rep. Olthoff sponsors bill requiring updated vehicle registrations to improve public safety

STATEHOUSE (April 23, 2025) – The Indiana House supported legislation sponsored by State Rep. Julie Olthoff (R-Crown Point) to require vehicles with an altered appearance such as a new color or vinyl wrap to have an updated registration.

Olthoff said changing a vehicle's color or adding graphics can make identification difficult in criminal investigations involving stolen vehicles. Senate Bill 331 would address this by requiring drivers to amend their registration after altering their vehicle's appearance. 

"Our law enforcement depends on having accurate records of registered vehicles when conducting investigations," Olthoff said. "This bill would ensure they have the most up-to-date vehicle information to help find suspects and keep our streets safer."

To maintain accurate records, any alterations to the outside of a vehicle, including a paint job, full or partial vinyl wraps or the removal of vinyl wraps, would require an updated registration within 30 days of the change. Currently, it's up to the vehicle's owner to notify the Bureau of Motor Vehicles of any alterations to the vehicle's appearance.

If the vehicle is used in a crime and the color is altered without an amended registration, the operator commits a Class C misdemeanor with a fine up to $500 and up to 60 days in jail.

Olthoff said tractor-trailers and commercial fleet vehicles would be exempt from this requirement.
