STATEHOUSE (March 11, 2026) — Legislation supported by State Rep. Tim O’Brien (R-Evansville) designed to strengthen retirement security for Indiana’s public employees has been signed into law.
Senate Enrolled Act 14 promotes long-term fiscal responsibility by strengthening pension calculations and preventing inflated end-of-career compensation from distorting retirement benefits. It also expands flexibility and retirement planning options by allowing contributing members to elect membership in the Public Employees’ Retirement Fund (PERF) or Teachers’ Retirement Fund (TRF) and enables employers to assist with service credit purchases.
“Our public servants devote their careers to serving Hoosiers," said O’Brien, who serves on the House Ways and Means Committee. "It’s our responsibility to ensure they can retire with confidence and security, and this new law accomplishes that.”
The legislation is expected to improve efficiency within the Indiana Public Retirement System and provide public employees with greater clarity and support as they approach retirement. Additionally, the law increases the lump sum death benefit payable to heirs or estate of a 1977 fund member.
"The 1977 fund is crucial for supporting the families of local heroes including our firefighters and police officers," O'Brien said. "This legislation increases lump sum death benefits to provide immediate support to grieving families in their darkest hour."
