STATEHOUSE (Feb. 3, 2026) – Recently, State Rep. Tony Isa (R-Angola) co-authored legislation that would establish a transparent, competitive process for relocating a casino license, possibly to Steuben County.
House Bill 1038 would allow the Indiana Gaming Commission to review applications from licensed casino operators seeking to relocate to Allen, DeKalb, Steuben or Wayne counties. By establishing an open, merit-based bidding process, Isa said the legislation is designed to ensure that the selection process is fair, accountable and focused on maximizing benefits for local communities.
"Steuben County would make an ideal place to expand economic opportunity for the region and the state," Isa said. "A casino here would strengthen tourism, support local businesses and provide new revenue to invest back into our communities."
Isa said the proposed legislation provides local governments and residents with clarity about the application and review timeline, encouraging investment, job growth and community participation in the process.
The proposed legislation would also safeguard Hoosier taxpayers and local stakeholders by requiring strong local support with upfront community compensation and uninterrupted casino operations during any transition to a new facility.
The Indiana Gaming Commission would make filed applications for the casino license available to the public by Jan. 15, 2027, and issue a final decision by April 15, 2027.
