The bill for permanent property tax caps, HJR1, will need to pass both the House and Senate before being placed on the November 2010 general election ballot for a public vote. In 2008, the General Assembly successfully passed a bill setting the property tax caps of 1 percent for homeowners, 2 percent for rental property and agriculture and 3 percent for business property of their assessed value. While the property tax caps have been placed into law, we still need to give Hoosiers the reassurance of permanent property tax caps by writing the caps into the constitution. Should the caps be written into the state's constitution, it will ensure another level of protection from rising property tax bills. While the session convenes on January 5, members of the House Ways and Means Committee began hearing public testimony on Monday, Dec. 7 to ensure legislation will be completed before the end of the "short" session. The 2010 session must adjourn by March 14. Successfully passing HJR1 out of committee was an important step for Hoosiers in receiving permanent property tax relief. Since, the new session will be "short" it is important that we get an early start and "hit the ground running" with the permanent property tax caps bill when session convenes on January 5th.
