(STATEHOUSE) Jan. 9, 2008 - Today, state Rep. Suzanne Crouch (R-Evansville) testified in the Indiana House of Representatives Public Policy Committee in favor of House Bill 1118, regarding alcoholic beverages. The bill clarifies the definition of a grocery store, which will help regulate the sale of alcohol and prevent convenience stores from claiming the title of a grocery. Rep. Trent Van Haaften (D-Mount Vernon) is the author of House Bill 1118 and chairs the Public Policy Committee.

"As a former Vanderburgh County Commissioner, I understand that there is an epidemic of underage drinking in the area," said Rep. Crouch. "For years, the County Commissioners and City Council have passed resolutions urging the General Assembly to clarify the definition of a grocery store to better control permits issued to convenience stores. It is easier for minors to access alcohol at convenience stores where it is displayed near the doors.

"The General Assembly almost passed legislation defining a grocery store last session but the bill died near the end of session. I will continue to support the bill, and I'm optimistic that it will pass this year."

The bill would allow local boards to impose a minimum sales requirement before issuing a permit or renewal. The purpose for a minimum sale requirement is to prevent a store from selling $100 worth of food, a $1,000 worth of alcohol and then claiming to be a grocery store. By allowing local boards to determine the required minimum sales, they will be able to reflect the sentiment of their community.
