“Receiving this award is very humbling,” said Rep. Crouch. “I am mindful of the delicate role that the housing industry plays in the overall economy, and I keep that relationship in mind when I consider legislation and its impact on our state.” Of particular interest to the SIBA was House Bill 1046, authored by Rep. Crouch, which qualified homebuilders for a 50 percent property tax deduction on newly built homes that remained unsold. The bill provided significant tax relief for homebuilders, helped keep local companies in business and saved jobs. Before the passage of HB 1046, vacant homes were taxed like any other homes. Those taxes could be burdensome to homebuilders, so the reduction was a welcome change. Once the vacant homes are sold, the property tax reduction expires. “For me, the Spec Home Bill was a no brainer,” said Rep. Crouch. “Property ownership and an honest job are cornerstones of the American Dream. This bill protected both.” -30-
