STATEHOUSE— The 2013 legislative session has come to a finish. State Representative Suzanne Crouch (R-Evansville) is pleased with the success of three of her top priority bills this session: Senate Enrolled Act (SEA) 153, SEA 277 and SEA 414.

SEA 153 lowers the eligibility age to work as a referee, umpire or official for youth athletic programs. A child must be at least 12 years of age, certified by a national certification program, and must referee, umpire or officiate for an age bracket younger than his/her own age.

“A young man from Newburgh brought this bill to our attention,” said Rep. Crouch. “He was determined and willing to put in the time and effort to help shape this state for the better. Thanks to his hard work, he and other young people can realize their dreams of officiating youth sports.”

SEA 277 requires auto dealers or sellers who know that a motor vehicle has been used to manufacture methamphetamine within the previous two years to disclose this fact in writing to a prospective buyer or lessee of the motor vehicle before the sale. If the information is not disclosed, buyers may seek reimbursement.

“Meth is an increasing problem, particularly here in the Evansville area,” said Rep. Crouch. “We’re seeing a growing trend of meth manufacturers using their vehicles as laboratories. As these vehicles eventually change hands, it is very important that buyers are made aware that meth has been produced in the vehicle.”

SB 414 requires a number of insurance plans to cover appropriate medical tests, exams and screenings for certain women who have been determined to have high breast density. The bill also requires the medical licensing board to establish rules that create:

1. An education program designed to educate women with high breast density.
2. Standards for annual screening or diagnostic tests of certain women who have been determined to have high breast density and who would require follow up care or testing.

“The denser a woman’s breast tissue, the greater her risk is of getting breast cancer,” said Rep. Crouch.” “This legislation ensures that more women have access to tests that might be more effective in identifying breast cancer than mammograms.”
