Earlier this week, the Chief Justice of the Indiana Supreme Court, Randall T. Shepard (an Evansville native), addressed the General Assembly in his annual State of the Judiciary. I’d like to share with you a few of the many evolutions Indiana’s legal system has undergone since the chief justice was appointed 25 years ago. Child abuse is one of the most tragic crimes in the country. Fortunately, Indiana has more Court-Appointed Special Advocates (CASA) to protect the victims of child abuse and neglect than any other state but Texas. This devoted group of volunteers works to make sure that children receive the compassionate representation they deserve. “In 2011 we trained the largest number of new volunteer advocates ever—1,010,” said Chief Justice Shepard, “and the number of children awaiting assignment of a CASA is half what it was this time last year.” The chief justice has also led the court system into the 21st century by embracing technology. Law enforcement officers received 9,300 electronic notices of protective orders last year, ensuring victims of domestic violence that their well-being is immediately secure. In addition, 40 percent of Indiana’s legal cases are computerized on a new case management system to increase efficiency and reduce wasteful spending of tax dollars. In parting, the chief justice stated that because of the changes made in Indiana’s judiciary he can “leave the stage knowing with full confidence that we will succeed in building Indiana as a safe and prosperous and decent place.” Chief Justice Shepard dedicated a quarter century to that goal, and it has been a true honor for me to serve alongside him at the Statehouse. It’s now up to every Hoosier to continue his legacy of always aiming higher for Indiana.
