STATEHOUSE —Legislation authored by State Rep. Rhonda Rhoads (R-Corydon) regarding the design-build contracting method for public projects passed out of the Indiana House of Representatives with a 92-1 vote today. In a design-build contracting method, both the design and construction project portions are agreed upon and integrated into one contract. House Bill (HB) 1016 would allow for fire protection districts to be able to utilize the design-build contracting method for public projects. Current law allows for the use of design-build contracting method for various governmental units, but does not extend to fire protection districts. “Fire protection districts operate as unit of government, so they should have the opportunity to use this method in carrying out public projects,” said Rep. Rhoads. “Not only is this a much more efficient way to conduct business because it eliminates multiple contracts, but it also saves taxpayers money. Streamlining the process promotes efficiency of time and resources, which is a cost-saving tool.” HB 1016 will move to the Senate for further discussion and debate.
