(STATEHOUSE) Feb. 28, 2008 - Senate Joint Resolution 1, the provision to add property tax caps to the constitution, has now passed the House and the Senate. Due to disagreements regarding the language of the legislation, the bill now moves to conference committee. "I do not agree with the current content of SJR 1, but it is only piece of the legislation in the system right now that can be revised to put a real cap on property taxes," said Rep. Cleo Duncan (R-Greensburg). "I will vote 'Yes' because it is the only way possible to amend the Constitution making property tax caps permanent. If the language isn't changed in conference committee, I will not support this resolution because it will not work." A conference committee is composed of members of all four caucuses - House and Senate Republicans and House and Senate Democrats. Each caucus has one conferee and, generally, at least one advisor. They debate the bill, examine any alterations and come to an agreement before returning the bill to the House and Senate for final votes. Rep.
