[r48] Rep. Neese addresses St. Joseph River clean-up (9/26/2011)

STATEHOUSE—State Rep. Tim Neese (R-Elkhart) spoke at a press conference this morning concerning House Enrolled Act (HEA) 1343, which provides funding in the removal of invasive plants from the St. Joseph River.

As author of HEA 1343, the Lake and River Enhancement Fund (LARE) legislation, Rep. Neese spoke on the impact this legislation has in keeping the river clean, safe and available for recreation.

Prior to the passage of HEA 1343, the LARE Fund was restricted to projects that removed sediment and invasive plants or animals. This bill now expands the types of projects that qualify for LARE funding, most notably, logjam removal.

“This legislation now includes the removal of obstructions as part of the LARE efforts,” said Rep. Neese. “The safety and cleanliness of our rivers are so important and this legislation will continue to expand the efforts that have been put in place.”

Property owners along a river can be significantly impacted by invasive plants, such as weeds, in the river. The cleanup process is expensive and often times confusing as to who is actually in charge. The legislation provides LARE funding to cover these problems.

“When not cleaned up properly, weeds can cause problems to the river,” said Rep. Neese. “The legislation I passed aims at improving the quality of life and safety for residents that live in close proximity to rivers.”

The legislation became effective July 1, 2011. Residents living on a river can apply to access the fund through their local river association.  A river association must submit an application by January 15th of each year to receive funding.
