(STATEHOUSE) Jan. 10, 2008 - State Rep. Tim Neese (R-Elkhart) is authoring a bill that will require drug testing for recipients of Temporary Assistance for Needy Families (TANF) and the federal food stamp program.  If an individual failed the test, they would be ineligible to receive TANF, food stamps or Medicaid benefits.

"Drug use and addiction is a very real problem in our state that we must address," said Rep. Neese. "Clearly, not all people abusing drugs are receiving state assistance, however increased accountability to where state dollars are going is needed. If the state is providing assistance, I want the assistance to improve the quality of life."

The tests for the program would be random and mandatory for those who are applying for or receiving assistance from the TANF or food stamp programs. The recipients would have to pass tests for both illegal and prescription drugs that were not prescribed by a physician. 

These tests would be administered only to those who are 18 or older and the ineligibility of a person does not affect dependent children.

If a person is deemed ineligible due to a failed drug test, they are eligible for reapplication after six months or after they have completed a drug abuse assessment or treatment plan, whichever comes first.
