"One of the most important pieces of legislation this session, SJR 1 was pushed through the House with very little debate. A 1-percent cap on household income now is the proposed constitutional amendment.

"SJR 1 is flying blind on a constitutional matter that has no assurance of any assistance or unintended consequences on taxpayers, our schools and other local revenue streams," said Rep. Buck. "The proponents are advocating that this will help seniors and low-income homeowners without any data or verification to support their position. At the same time, they cannot assure other revenues will not be extracted from seniors or low-income homeowners to make up the difference that will most like result from SJR 1 in its current structure. Our schools, farmers and employees may be adversely affected by this legislation."
