Rep. Karickhoff: Encouraging fairness in public school transfers “I’d like to thank my fellow legislators who co-authored and sponsored this bill, supporting this idea to better our education system,” said Rep. Karickhoff. “Reps. Clere, Mahan and Austin and Senators Banks, Yoder and Taylor all worked diligently together to ensure that this legislation is in the best form possible to help Hoosier students gain the quality education they deserve. I also want to thank the Urban Schools Association, the School Board Association, the Indiana State Teachers Association, the Indiana Association of Public School Superintendents and the National Education Association. ” HEA 1381 requires a school corporation to publically establish the number of transfer students per grade level each school will accept from outside their district. This balances local control by ensuring school choice is available to all students without preferential treatment. “Currently, public schools are allowed to accept transfer students based on whatever criteria they deem worthy – socioeconomic status, academic standing, or any other factor,” said Rep. Karickhoff. “This bill allows parents to choose their schools instead of schools choosing their students, leading to a better educational system for our children.” If more students request to transfer than the school has capacity for, the school must have a random drawing to decide which students get placement.
