Currently students of Indiana's public colleges and universities must prove they have lived in Indiana for at least 12 consecutive months in order to receive discounted resident tuition. Students do not need to prove American citizenship as long as they have legal permission to remain permanently in the United States, which excludes illegal immigrants who may meet the criteria for resident tuition rates. "This bill is about codifying the existing practices that are in place for determining resident tuition at our public colleges and universities," said Rep. Karickhoff. "We are not trying to penalize or target any group of people. Indiana residents pay Indiana taxes; therefore we want to assure those taxpayers that they are the ones who will receive a discounted resident tuition rate at our higher learning institutions." House Bill 1402 will now move to the Indiana Senate for debate. Senator Buck will sponsor the bill.
