House Republicans Push for School Funding: Flexibility and Job Assurance for Teachers
Proposals are tossed aside again and again

The most important person in a student's life is a highly qualified teacher, and House Republicans do not want to increase class sizes.

This week, an amendment offered by Rep. Behning to Senate Bill 309 would have allowed a school corporation to transfer monies from various funds (the bus replacement fund, transportation fund, capital projects fund and debt service fund)  to the general fund in an amount equal to, but not greater than, those cut- providing they lay off no teachers.

The amendments represented a great deal of work and compromise. Most of the language had received bipartisan support in a subcommittee on which Rep. Behning and Rep. Thompson served. The goal was to give schools flexibility during the current financial crisis.

After a significant time was spent in subcommittee trying to reach a compromise, unfortunately, the majority party refused to accept the amendment as presented. Instead, they threw language into the bill at the last minute which returned the very partisanship the subcommittee had worked to overcome.

House Republicans wanted to do everything possible to maintain class sizes and protect teachers from potential job loss. The majority party, however, did not want to include the language which would have protected teachers' jobs and given school corporations the funding flexibility they want and need.
