Perhaps life will get back to normal after the Super Bowl in Indianapolis. The host committee did an outstanding job of preparation and planning, and the media commentary across the nation has been extremely positive. I am glad that the rest of the world received a very warm welcome, and their opinion of Indiana was positive. It also did not hurt a thing that the weather was outstanding for February in Indiana. I’m looking forward to addressing the many bills and issues that confront the General Assembly the second half of session. Several things are before us and deserve extensive discussion, including a bill to distribute the $320 million that was discovered by the State Board of Accounts last fall. House Bill (HB) 1376 would allow a doubling of the payment to the victims of the State Fair tragedy, entirely fund full-day kindergarten, and allow for meaningful taxpayer refunds. In the State Fair tragedy no one can argue that the circumstances are dire in their results. Injuries and death are always life changing for the families involved, and the question always becomes, “What amount is enough?” The amount will always be open to serious debate; as it should be. Our hope is that by doubling the funds available to the victims and their families it will help to better cover the costs they incurred. I have authored HB 1091, a bill that states that frivolous lawsuits against agricultural operations shall have court costs and reasonable attorney fees awarded to the defendant. It also allows restitution to property owners if an individual is convicted of manufacturing methamphetamine or marijuana on their property. The third part of the bill allows a more favorable choice of forum in a lawsuit with a multi-national agriculture corporation. This bill has caused some controversy because of the various legal issues. I describe the bill as “legal problems that affect agriculture and rural areas.” The Senate will consider this bill and address its merits or lack thereof. I believe it deserves favorable consideration. Several people have asked me to report on Buddy’s, our three-legged golden retriever, condition. He has recovered nicely from his accident and seems totally unaware that he has any handicaps. Buddy will still chase vehicles. He is more aggressive towards the mail carrier and much less towards the school bus. It probably has something to do with the size of the vehicle and its color. Buddy is still a trusted confidant and supports my efforts. Once again, Dr. Cindy Fouts did a wonderful job of saving our pet. Buddy is doing just fine and will greet you with a bark and a lick.
