STATEHOUSE (July 2, 2021) – State Rep. Jim Lucas (R-Seymour) said Hoosiers should be aware of several new state laws effective July 1, including the state budget and those supporting broadband expansion, law enforcement and fire departments.
"We entered the 2021 session cautiously optimistic, and our economy has really shown its resiliency. Our strong financial position opened up opportunities for us to make strategic investments that help move Indiana beyond the pandemic," Lucas said. "Whether it was expanding rural broadband or supporting public safety, there were many big wins for Hoosiers this session."
Lucas highlighted several new and notable laws:
Funding Hoosier Priorities
Indiana's next two-year, $37 billion state budget reduces taxpayer-funded debt by over $1 billion, and provides opportunities for future tax cuts and reforms. House Enrolled Act 1001 funds critical government services and proven programs while making historic investments in K-12 education, broadband and economic development.
Expanding Broadband Access
House Enrolled Act 1001 invests $250 million to expand reliable and affordable internet service, especially in unserved and underserved areas. House Enrolled Act 1449, which was effective upon passage, prioritizes internet access for Hoosier schools, students and health care clinics in rural communities.
Supporting Law Enforcement
Indiana directed $70 million to improve law enforcement training facilities and programs. Departments can apply for grants to purchase body-worn cameras. House Enrolled Act 1006, co-authored by Lucas, received bipartisan support and total backing from law enforcement to give police more tools to vet candidates and hire the best officers.
Hiring More Police, Firefighters
Many rural police and fire departments struggle with recruiting new members. To expand candidate pools, House Enrolled Act 1033 removes a requirement that police officers and firefighters live within a 50-mile radius of where they serve as long as they have adequate transportation.
