STATEHOUSE (July 22, 2025) – With the 2025 legislative session concluding in April, State Rep. Matt Lehman (R-Berne) is highlighting some of the new state laws taking effect this summer.
Lehman said many new laws passed during session took effect July 1, including a new law to continue state income tax cuts for Hoosiers and fund critical priorities.
The new state budget, advanced through House Enrolled Act 1001, is balanced and maintains the state's AAA credit rating. It also provides the most ever funding for K-12 schools. It boosts funding for public safety and housing access to support growing communities.
"This new budget delivers responsible fiscal management while protecting Hoosier taxpayers," Lehman said. "It continues tax relief along with critical investments in education and public safety – key areas that are important to keep Indiana strong and thriving."
Lehman said lawmakers took action on a variety of other issues impacting Hoosiers this year, including health care costs.
To reduce health care costs, Lehman said a new law he co-authored prevents large nonprofit hospital systems from charging more for the same services billed at different facilities. It also requires more public posting of service prices to allow patients to compare costs and make informed decisions and it strengthens efforts to combat Medicaid fraud.

Strengthening Public Safety
Nationally, there's been a rise in criminal justice policies like cashless bail, efforts to defund the police or a reluctance to prosecute crimes. To protect public safety, a review board will investigate prosecutors who refuse to enforce our laws. Our state budget also increases funding for the State Police.
A new law Lehman co-authored paves the way for Indiana to be a leader in clean, reliable and cutting-edge energy generation technology. It creates incentives for small modular nuclear reactors to modernize our energy grid. It also reduces ratepayer risks associated with meeting the new or expanding energy needs of large commercial users.
