STATEHOUSE (Jan. 23, 2026) – The Indiana House of Representatives unanimously voted to approve legislation authored by State Rep. Elizabeth Rowray (R-Yorktown) aimed at strengthening child safety and accountability within Indiana's child welfare system.
House Bill 1357 enhances child safety by strengthening background check requirements for employees working in child welfare and placement settings. The legislation requires staff at child caring institutions, group homes, child placing agencies and related service providers to undergo background checks once every four years.
"Protecting vulnerable children is one of the most important responsibilities we have," Rowray said. "This legislation strengthens protection by ensuring employees working with at-risk youth are properly screened on a recurring basis, helping families and communities feel confident with state-regulated care."
Recently, Indiana reported 11,912 children and teens waiting for permanency. Rowray said it’s important to strengthen protection for children in child welfare settings. By requiring recurring background checks, the bill helps ensure at-risk youth are cared for by qualified and trustworthy adults.
HB 1357 passed the House with bipartisan support and now moves to the Senate for consideration.
