Legislation authored by Hall to ensure dogs and cats used in research can be adopted moves to Senate

STATEHOUSE (Feb. 4, 2025) – The Indiana House of Representatives supported a bill authored by State Rep. Dave Hall (R-Norman) to ensure that healthy dogs and cats used in research labs have the opportunity to be adopted.

Hall said other states including Iowa and Michigan have passed similar laws. His bill would make sure dogs and cats have the chance to be part of a family after they are out of a laboratory environment.

"This legislation ensures that dogs and cats get a second chance at a loving home," Hall said. "If these animals are no longer participating in research, they deserve the opportunity to be adopted."

House Bill 1458 unanimously passed the House Agriculture and Rural Development Committee before passing the House of Representatives.

Samantha Chapman, state director for the U.S. Humane Society, spoke in support of the bill, nicknamed "Sunny's Bill" after her beagle, who was one of 4,000 rescued from a breeding facility in Virginia in 2022.
