STATEHOUSE (Feb. 12, 2026) — The Indiana House of Representatives recently approved a resolution sponsored by State Reps. J.D. Prescott (R-Union City) and Elizabeth Rowray (R-Yorktown) honoring the life and service of fallen Muncie Police Officer Gregg Winters.
Senate Concurrent Resolution 4, authored by State Sen. Scott Alexander (R-Muncie), urges the Indiana Department of Transportation to rename a portion of I-69 North beginning at mile marker 233 the "Gregg Winters Memorial Mile." Winters served with the Muncie Police Department beginning in 1986 and was tragically shot in the line of duty while transporting a suspect to jail on Dec. 28, 1990. He succumbed to his injuries on Jan. 8, 1991.
"Officer Winters made the ultimate sacrifice in service to his community," Prescott said. "This resolution ensures his courage and dedication will be remembered by Hoosiers for generations to come."
Rowray said this type of memorial designation is a meaningful way to honor law enforcement officers who put their lives on the line every day.
"Recognizing Officer Winters’ service reflects our deep gratitude for those who protect our communities and families," Rowray said. "The resolution highlights his commitment to public safety and recognizes his lasting impact on the Muncie community and the state of Indiana."
"Officer Winters served the Muncie community valiantly up until he tragically lost his life," Alexander said. "This recognition honors him and ensures his legacy and memory will continue to live on."
