STATEHOUSE (Feb. 9, 2017) — The Indiana House of Representatives passed a bill Thursday that would allow more students to participate in before- and after-school programs, according to the bill’s author, State Rep. Dave Frizzell (R-Indianapolis).
Under House Bill 1136, schools who already offer preschool would have the ability to implement latch-key programs for 4- and 5-year-olds. “Latch key” refers to a child care program offered before and after regular school hours that provides care and education for children of working parents.
“By creating a link between the home and school, latch-key programs alleviate some of the stress felt by working Hoosier parents,” Frizzell said. “The quality educational services provided to these students also have a significant impact on the intellectual and social development of each child.”
