House approves Rep. Pierce's bill to improve campaign finance transparency

STATEHOUSE (Feb. 7, 2025) – The Indiana House approved State Rep. Kyle Pierce's (R-Anderson) legislation to modernize Indiana's campaign finance system and improve transparency.

House Bill 1643 would update key definitions, enhance electronic filing and repeal outdated requirements. The legislation would also establish a campaign finance database operated by the Indiana Election Division to provide for electronic submission, retrieval, storage and disclosure of campaign finance reports of candidates for local office and school board office. This will provide transparency and consistency across the state with one easily accessible database.

"This bill strengthens public trust by ensuring campaign finance information is more accessible and accurate," Pierce said. "By updating our reporting system, we're also making the process more efficient for both candidates and election officials."

The bill would clarify that certain property donations made through payment platforms would count as campaign contributions, enable election officials to send certain required notices by email and reduce mailing costs.

"Candidates and voters deserve a system that is straightforward, reliable and safe," Pierce said. "These updates would help ensure the campaign finance process is in line with modern technology while maintaining transparency for Indiana. I'm happy to see this bill advance the House with support from my colleagues."
