STATEHOUSE (Jan. 15, 2026) – State Rep. Dave Heine (R-Fort Wayne) authored legislation to strengthen boating safety on Indiana’s lakes and waterways, helping protect Hoosiers enjoying recreational activities on the water.
House Bill 1077 focuses on commonsense safety measures for motorboat operation and towing activities, with the goal of reducing accidents and improving visibility for individuals participating in water sports. Heine said as boating and lake recreation continue to grow in popularity across the state, clear and consistent rules can help prevent serious injuries and save lives.
"Indiana’s lakes are a major part of life for many families, especially during the warmer months," Heine said. "This legislation is about promoting responsible recreation and preventing accidents to make sure everyone can enjoy our waterways safely."
The legislation updates state boating laws by clarifying towing safety requirements, including requiring individuals being towed to wear a personal flotation device, establishing counterclockwise operating patterns on inland lakes and mandating the use of a red or orange safety flag when a person is being towed. By addressing these issues, Heine said the measure provides clear expectations for boaters while prioritizing safety on the water.
Heine emphasized the bill is not about limiting recreation, but ensuring Hoosiers have reasonable safeguards in place when boating and participating in water activities.
House Bill 1077 has been referred to the House Natural Resources Committee for further consideration.
