STATEHOUSE (July 8, 2025) – Gov. Mike Braun recently ceremonially signed into law legislation co-authored by State Rep. Lori Goss-Reaves (R-Marion) to expand in-home and preventative care for elderly Hoosiers.
House Enrolled Act 1391 expands Indiana's CHOICE program to reach more residents in rural and underserved areas. The law allows Area Agencies on Aging to use CHOICE funding not only for traditional in-home services like meal deliveries, personal care assistance, and preventative outreach like safety assessments that help seniors avoid costly emergency care or premature moves to nursing facilities. It also streamlines aging services through a targeted pilot program that explores consolidating Area Agencies on Aging, ensuring more efficient use of taxpayer dollars and better outcomes for Hoosiers.
“This law is focused on preserving older Hoosiers' dignity and choice," said Goss-Reaves, who serves on the House Public Health Committee. "Too often, our seniors are forced into institutionalized care because they lack support to remain in their home. By expanding access to services, we're helping more seniors stay safe, supported, and at home where they want to live."
Goss-Reaves, a licensed clinical social worker, noted that this legislation will make it easier for local organizations to become Medicaid-certified home modification providers. This change is expected to increase the availability and affordability of small but essential upgrades—like wheelchair ramps, grab bars, and safer showers.
“I was glad to work with my colleagues and community partners on this critical legislation to help more Hoosier seniors safely remain in their homes and continue to live a high-quality life," said State Rep. Ed Clere (R-New Albany), who authored the law. "Rep. Goss-Reaves' professional background and passion for supporting vulnerable Hoosiers made her a vital voice during this process."
