Governor ceremonially signs bill co-authored by Patterson to modernize cosmetology licensing and strengthen professional standards

STATEHOUSE (April 13, 2026) – Gov. Mike Braun recently ceremonially signed into law legislation co-authored by State Rep. Lindsay Patterson (R-Brookville) to modernize licensing standards for estheticians and electrologists and strengthen protections for Hoosiers receiving cosmetic services.

Patterson co-authored House Enrolled Act 1131, which updates the definition of esthetician to include additional services such as microneedling. This change allows providers to obtain licensure through the Professional Licensing Agency for these expanded services.

Indiana currently has more than 7,500 licensed estheticians providing specialized skincare services to Hoosiers. The law strengthens regulatory safeguards for consumers while ensuring clearer, consistent training standards for these licensed professionals.

"These updates streamline the licensure process without compromising public safety," Patterson said. "Providers deserve clear and consistent pathways to licensure giving Hoosiers better access to well-trained professionals who meet high standards."

Patterson said the legislation also modernizes electrologist licensure requirements by establishing a combined total of 600 hours of education and experience under rules set by the State Board of Cosmetology and Barber Examiners. The changes are intended to streamline the licensure process while maintaining strong competency and safety standards.

The law also allows the licensing agency to request proof of advanced training when needed to ensure compliance with established safety standards.
