STATEHOUSE (June 10, 2025) – Gov. Mike Braun recently ceremonially signed into law a bill co-authored by State Rep. Peggy Mayfield (R-Martinsville), aimed at enhancing local government operational efficiency.
House Enrolled Act 1198 raises the threshold under which cities, towns and counties can use their own workforce for public works projects from $250,000 to $375,000, with the threshold adjusted annually based on inflation. Mayfield said this change will help local governments respond more effectively to community needs without unnecessary delays or added costs.
“Local governments know their communities and workforce capabilities best, and they shouldn't be held back by unnecessary regulations,” Mayfield said. “By giving cities, counties and towns more flexibility to use their own crews and streamline routine maintenance, we're helping them deliver services more efficiently and effectively to those communities.”
This new law also removes outdated requirements that mandated architectural or engineering approval for routine maintenance projects like painting or minor repairs. Mayfield said the law helps reduce red tape and allows local officials to better prioritize their time and budgets. It also extends the timeline of when a project must proceed from 60 days to 90 days if a federal grant will fund a portion of the project's construction.
HEA 1198 received strong bipartisan support in the General Assembly and is designed to help local governments operate more effectively, ensuring that infrastructure projects can proceed without unnecessary delays.
