STATEHOUSE (April 15, 2026) – The governor recently ceremonially signed into law a bill authored by State Rep. Craig Haggard (R-Mooresville) to improve transparency and fairness in towing.
House Enrolled Act 1184 addresses inconsistent towing and vehicle storage practices in Indiana. Emergency tow operators lacked explicit authorization to use the shoulder of the road to reach a disabled vehicle, and tow-away zone enforcement had been unpredictable due to improperly placed or inconsistently posted signage. Consumers also faced limited recourse when their vehicles were damaged during the towing process.
"This law will ensure that towing companies and consumers both have fair, clear standards," Haggard said. "Clarifying these laws makes our roads safer and protects drivers from excessive fees and damage caused during towing."
Haggard said that House Enrolled Act 1184 allows tow trucks to reach disabled vehicles safely and quickly during emergencies. It specifies requirements for clear tow-away signage and ensures that towing companies are accountable for damage to vehicles in their care.
