STATEHOUSE (May 30, 2023) – Gov. Eric Holcomb recently ceremonially signed into law legislation authored by State Rep. Ed Soliday (R-Valparaiso) creating a statewide energy policy for Indiana.
As chair of the House Utilities, Energy and Telecommunications Committee, and co-chair of the 21st Century Energy Policy Development Task Force, Soliday said the new policy means state energy decisions must consider the five pillars of electric utility service, which include reliability, resilience, stability, affordability and environmental sustainability.
"Indiana has a comprehensive, robust energy plan in place to help guide decisions now and into the future," Soliday said. "Our focus continues to be on Hoosier ratepayers as well as protecting communities from experiencing brownouts and blackouts like what's happened in other states."
Soliday said the Indiana Utility Regulatory Commission will study performance-based ratemaking to support innovation and flexibility in the state's regulatory framework. Utilities will also be required to reduce their reliance on sourcing electric capacity from external sources, which is more costly and less reliable. The current UCAP limit of 30% will be reduced to 15%, which ensures utilities can generate enough of their own electricity in case the grid does not provide enough electricity to purchase. Soliday said this move would safeguard electric reliability for all Hoosiers in the face of extreme events, and reduce the risk of brownouts and blackouts.
