Bartelsí legislation increasing North Spencer operations fund heads to governor

STATEHOUSE (March 21, 2019) – The Indiana Senate passed State Rep. Stephen Bartels’ (R-Eckerty) legislation to increase the maximum operations fund levy for the North Spencer School Corp.

“School corporations use the operations fund levy on essential services like transportation and building upkeep,” Bartels said. “Under recent school funding and taxation reforms, all school corporation levies were combined into this single operations fund. When making the adjustment to this new levy, previous levies are considered to establish a baseline.”

Bartels worked with the Department of Local Government Finance to address a unique incident that affected North Spencer’s baseline when a TIF district expired in 2016. According to Bartels, this situation could have caused the school corporation to see at least a $662,000 negative impact when setting the new baseline operations levy, leading to an annual budget shortfall.

“This legislation addresses the particular circumstances that arose in north Spencer County,” Bartels said. “By increasing the baseline, the school corporation can avoid a drastic reduction in operations funding.”
