Todd Huston of Fishers was first elected in 2012 as state representative for the constituents of House District 37, which includes a portion of Hamilton County. Huston was first selected by House members to serve as Indiana House Speaker in 2020 and he currently leads the 100-member chamber, including the 70-member Republican supermajority.
Thanks in part to Huston's strong push for tax cuts during the 2023 legislative session, taxpayers are expected to save an estimated $430 million over the next two years via tax relief. Thanks to the acceleration of individual state income tax cuts, hardworking Hoosiers will have one of the lowest rates in the nation by 2027. In 2022, Huston spearheaded the passage of a $1 billion tax-relief package to support hardworking Hoosiers – the largest tax cut in state history. The law also lowered utility bills for Hoosiers and businesses by eliminating the 1.46% Utility Receipts Tax paid on electricity, natural gas, water, steam, sewage and telephone bills.
Indiana's new budget continues significant investments in K-12 education as student funding support will increase by 10% over the next two years. In addition, parents no longer pay textbook and curricular fees. Huston successfully led efforts to substantially expand school choice, and now nearly all Hoosier families can send their child to the school that best meets their needs. Huston received the 2021 Champion of School Choice Award from the Institute for Quality Education for supporting a significant expansion of Indiana's Choice Scholarship program.
Huston helped lead the creation of the Regional Economic Acceleration and Development Initiative (READI) in 2021 with a $500 million investment to promote community collaboration and growth. On average, every dollar provided by the state has been matched with $26 from outside entities that will attract and develop talent and enhance the quality of life of current and future generations of Hoosiers. In 2023, he supported directing another $500 million to support READI 2.0. Through this transformative program, regions created a strong vision for the future and applied for competitive grants. In total, READI will create an economic investment of over $13 billion for communities across Indiana.
Huston previously served on the Hamilton Southeastern School Board, Hamilton Southeastern Schools Foundation Board, Fishers Planning Commission and Indiana Leadership Forum Board of Directors. Additionally, former Gov. Mitch Daniels twice called on Huston to serve the state, first with a four-year term as a member of the Indiana State Board of Education, and from 2006 to 2009 as a member of the Indiana Education Roundtable.
Huston and his wife, Denise, reside in Fishers and have two adult children, Elizabeth and Jake.

Note to the press: Republican legislators led by House Speaker Todd Huston (R-Fishers) and Senate President Pro Tem Rodric Bray (R-Martinsville) today penned a letter urging Gov. Eric Holcomb to call a special session if the U.S. Supreme Court overturns Roe v. Wade. The nation's highest court is set to rule on Dobbs v. Jackson Women's Health Organization where the state of Mississippi is challenging Roe. However, the court's decision isn't likely until after the statutory end of the legislative session on March 14. The vast majority of us don't worry whether we'll make it home for dinner let alone whether we'll make it home at all. STATEHOUSE (May 10, 2021) – "Senate Enrolled Act 5 simply requires locals to adhere to the same approach in regards to issuing public health orders as what currently happens on the state level. Our elected governor takes recommendations from appointed state public health officials and ultimately decides the appropriate course via an executive order. Through this new law, the local legislative body must approve any appointed public health official's orders when they are more restrictive than the state's orders. Also, the law creates an appeals process for businesses who are ordered by a health department to pay a fine or shut down. Hoosiers have made it clear that they want an opportunity for their voices to be heard through their elected officials when restrictions can have significant and long-lasting impacts on individuals, businesses and communities. This law brings better balance to the local process while continuing to prioritize public health and safety."
STATEHOUSE (May 6, 2021) – Indiana recently awarded more than $2.7 million in state matching grants to local communities for road and bridge improvements, according to Hamilton County lawmakers.
STATEHOUSE (April 20, 2021) – "Our budget holds strong to our conservative principles of limited government while making strategic investments to provide opportunities for future tax cuts and reforms. To keep our commitment to fiscal integrity, we will pay down over $1 billion in taxpayer funded debt, including about $600 million toward pre-1996 teacher pensions. We're restoring mental health funding and appropriating an additional $100 million for mental health grants. This budget also directs federal stimulus toward Indiana's critical infrastructure, including $250 million for broadband expansion and $160 million for water infrastructure grants.
"Our state budget is a historic win for Hoosier students, teachers and families. Spending on Indiana's K-12 schools already represents half of the state's biennial state budget, and we'll send an additional $600 million annually to schools to increase teacher pay. We're also making significant investments to expand school choice to give more Hoosier parents the power to choose what education best meets their child's needs."

Huston, chair of the Legislative Council, convened the group's annual meeting virtually for the first time to assign legislative study topics on Wednesday. He said the council passed a resolution, which requires each state agency to submit a report by Sept. 18 to the appropriate summer study committee outlining agency plans for handling similar public emergency situations in the future and recommendations for legislation.

Indiana's fiscal turnaround over the last decade can be attributed to the simple philosophy that state government should manage tax dollars like Hoosier families manage their households: stick to a budget, don't buy anything you can't afford in the long run, avoid debt, plan for a rainy day, and invest extra money wisely.

STATEHOUSE (Dec. 2, 2019) – Indiana House Republicans met today at the Statehouse in Indianapolis and selected State Rep. Todd Huston (R-Fishers) to serve as the next House speaker.
As we move closer to the start of the 2020 legislation session, I have talked with Hoosiers in our community on a variety of issues. Recently, education has been a topic at the forefront of many conversations. As I listen to educators and parents, I am encouraged by the progress and leadership our local schools have demonstrated in many areas, including raising teacher pay.
Hoosiers across Indiana, including in Fishers, rely on safe and reliable roads as an essential resource to live out their daily lives, which is why communities must make crucial road repairs sooner rather than later. To help fuel those projects, Indiana increased transportation funding 76 percent since 2016, with more than $850 million dedicated to roads just this year.
Bright orange cones and barrels will be a common sight while traveling along State Road 37 through Fishers, which may cause some delays and frustration. While this may be a temporary inconvenience, we need to think about the purpose of this project. With roughly 50,000 cars traveling this road every single day, the state and local communities are investing $124 million to turn this roadway into an expressway-style thoroughfare with roundabouts.
The Centers for Disease Control is investigating more than 1,000 lung injury cases and 18 deaths across the country, including in Indiana. That is because all those reported patients have a history of using e-cigarettes. In the Hoosier state, e-cigarette use – commonly known as “vaping” – has skyrocketed almost 400% over the past six years. The majority of those users are between the ages of 18 and 34 years old. This data is alarming and serves as a wakeup call that more needs to be done to make sure fewer young people choose to use e-cigarettes or vapes.
STATEHOUSE (Aug. 29, 2019) – “As a father of two teenagers, it is disturbing that we are seeing exponentially more young Hoosiers choosing to vape. I support the governor and the department of health’s comprehensive strategy to raise awareness about the dangers of vaping and point Hoosiers in the right direction to quit. I also look forward to supporting legislative action next year aimed at addressing this issue.”
“Indiana’s surge in revenue is proof that our low tax, pro-business environment and strong record of fiscal responsibility continues to pay dividends for Hoosier taxpayers. I strongly support the governor’s prudent recommendation to use this one-time money to pay cash for much-needed capital projects, which would otherwise require debt financing. This proposal could save over $100 million in interest payments over the next 20 years and free up those funds for important priorities like education and child protection. We look forward to working with Governor Holcomb in the coming months as we finalize plans for the 2020 session.”

STATEHOUSE (April 1, 2019) – Two Cathedral High School graduates are gaining experience as interns with State Rep. Todd Huston (R-Fishers) and his fellow members of the House of Representatives during the 2019 legislative session.
Max and Owen Adams, residents of Indianapolis, are the sons of Dave and Aileen Adams.
Max is currently a law student at the Indiana University McKinney School of Law, and earned bachelor’s degrees in English and public policy from Indiana University Bloomington. As a policy intern, he analyzes amendments and bills, prepares committee reports for legislators, researches Indiana Code and is a bill reader on the House Floor.
Owen is an Indiana University Bloomington graduate with a bachelor’s degree in journalism and a minor in history. He works as an intern in the House Majority Communications Office, where he writes press releases, creates legislative handouts and assists with media relations.
STATEHOUSE (March 21, 2019) – State Rep. Todd Huston (R-Fishers) Tuesday at the Statehouse honored local We the People teams with a resolution recognizing their top-place finish in the 2018-2019 state competition.
In December, teams from Hamilton Southeastern High School and Fishers Junior High School won the We the People state championship in the high school and middle school competitions, respectively.

STATEHOUSE (Feb. 12, 2019) — The Indiana House of Representatives voted in support of legislation co-authored by State Rep. Todd Huston (R-Fishers) to help direct more money to teachers.
House Bill 1003 would establish clear spending goals to help local school districts prioritize teacher pay. Teacher pay decisions are made at the local level through collective bargaining and budget decisions. Huston said the proposal sets a target for public schools to make every reasonable effort to ensure that 85 percent of their state funds are going to the classroom.
“Governor Holcomb’s proposed two-year state budget is responsibly balanced based upon the revenue forecast and reflects many of our shared priorities, including increasing funding for Hoosier schools.
