Biography:
State Rep. Ethan Manning was elected to serve House District 23 in 2018. He currently serves as the Vice Chair of the House Utilities, Energy and Telecommunications Committee. Manning is also a member of the House Public Health and Agriculture and Rural Development committees.
In 2014, Manning was elected to the Miami County Council and was then selected by his peers to serve as president from 2016 through 2018. In his role as president, he served on the Miami County Economic Development Elected Officials Council, as chair of the Miami County Budget Committee and the Incentive Review Committee, on the Miami County Plan Commission, Miami County Technology Committee and the Miami County Purdue Extension Advisory Board. In 2015, Manning was appointed by then-Gov. Mike Pence to serve on the Indiana State Board of
Registration for Professional Engineers. He served as board president in 2018 and worked with fellow members to administer licensing for the 12,000 professional engineers registered in Indiana.
He also holds two professional licenses as a real estate broker and auctioneer.
Manning enjoys volunteer auctioneering for charitable causes and clubs including the Miami County 4-H Fair Livestock Auction, All Saints Catholic Parish Missions Fundraiser in Logansport, North Miami FFA Labor Auction, Country Friends Extension Homemakers Club, Miami County Ham Radio Club, the Fair Haven Foundation and more. He recently married his wife, Bridget, in the summer of 2020 and the two moved to Logansport a few months later.

STATEHOUSE (Feb. 24, 2021) – State Rep. Ethan Manning's (R-Denver) bill to break down barriers for local communities to expand broadband took a step forward after the Indiana House of Representatives recently voted to approve it.
STATEHOUSE (Jan. 29, 2021) – The House Utilities, Energy and Telecommunications Committee voted today in support of a legislative proposal co-authored by State Rep. Ethan Manning (R-Denver) that would reestablish the 21st Century Energy Task Force following its expiration in December of last year.

As I looked back at the last Manning Memo I wrote at the conclusion of the 2020 legislative session as the COVID-19 pandemic was just taking hold, I don’t think any of us could have imagined all that has transpired in the past nine months. Friends and neighbors, you don’t need me to tell you, but these are challenging times. We recently finished the 2020 legislative session, but that feels small now compared to the extreme public health and economic challenges we are facing due to the coronavirus pandemic. I know we are all experiencing some level of hardship due to the difficult, but necessary, steps taken in the past week that may continue for days or months ahead as we fight the spread of the illness.
We only have one week left in this short legislative session, which means bills are changing by the hour, so we have to do our best to keep up! Senate Bill 184, the bill I am sponsoring to allow Indiana Farm Bureau to offer health benefit coverage to its members, passed the House with a vote of 93-2. I believe this new and innovative health coverage plan option for farm bureau members has the potential to be one of the most impactful items we pass this session. It will allow more health care access at an affordable cost for those who participate.
We got off to a running start this week as the second half of session really got going. Right now, I am sponsoring eight Senate bills, and keeping a close watch on my two bills over in the Senate. Six of the Senate bills I am sponsoring have already been heard in committee. Those will now move to the House and Senate floors for further consideration.
This week we began the second half of this year’s legislative session. In the first half, we passed 114 bills out of the House and the Senate advanced 169 bills. One point I always like to make is about the collaborative environment at the Statehouse. Of the bills that passed the House so far, every single one had bipartisan support. Furthermore, 89% of those bills passed with 10 or fewer “nay” votes. I think this is important to note because many people don’t realize that we have a lot of bipartisan and practical legislation.
We had a great discussion on a wide range of issues in Logansport last week. Thanks to the Logansport-Cass County Chamber of Commerce for hosting legislators for the Third House Session! One of the biggest topics we discussed was education. We have passed several bills this session that are high priorities for House Republicans and the education community, including holding teachers harmless from low ILEARN test scores and decoupling teacher evaluations from test scores.
STATEHOUSE (Jan. 28, 2020) – The House of Representatives today approved State Rep. Ethan Manning’s (R-Denver) legislation to prevent deaths from low head dams with a 95-1 vote.
We just wrapped up the third week of the session and legislation is moving quickly as we approach critical deadlines to keep bills alive.
From addressing health care costs to considering important education matters, we are busy at the Statehouse working to serve Hoosiers across Indiana. During the second week of the legislative session, we listened to Gov. Eric Holcomb’s State of the State Address, which touted the many economic success stories Indiana has had over the past year.
We kicked off the 2020 legislative session last week at the Statehouse. It’s an honor to continue serving you as your state representative and working to improve the quality of life in our community. This is a “short session,” which lasts until early March. This is the session we consider bills that have zero or limited fiscal impact.

It is hard to believe it is already October! When the 2019 legislative session ended in April, I said I would be busy over the summer meeting with different groups and constituents to learn more about them, and how I can better serve our district and state.

The 2019 legislative session of the Indiana General Assembly finally adjourned. Lawmakers were even able to end a week ahead of schedule, saving taxpayers money! Throughout my first legislative session, I authored or sponsored five laws, the most of any first-term legislator.
This week, House lawmakers finished up regular committee work and we are now shifting focus to sending remaining bills back to the Senate. Several proposals the legislature is working on could have a big impact in our community.
STATEHOUSE (April 11, 2019) – Legislation co-authored by State Rep. Ethan Manning (R-Denver) to create a pilot program for local senior citizens to mentor students is moving to the governor for consideration as a new law.
With just three weeks remaining in this legislative session, we have begun to finalize bills. Once a bill has passed the House of Representatives or Senate, it goes to the opposite chamber for further consideration. If it makes it through the committee process and another floor vote with no changes, it is sent to the governor to be considered for a new law. If the other chamber makes amendments, the author of the bill must decide to agree or disagree with the changes. If the author concurs or agrees, and the majority of the bill’s originating chamber supports the amendments, it goes to the governor to either be signed into law or vetoed.
This week has been one of the busiest in the legislature so far. Legislation addressing school bus safety passed out of the House unanimously. The work done on this bill highlights how the entire General Assembly must work together to pass legislation. As a sponsor of this legislation, I am grateful for all the input from stakeholders and constituents to improve safety for children riding school buses.
STATEHOUSE (March 26, 2019) – Local family farms were recently recognized at the Statehouse for being in operation for more than 100 years, according to State Sen. Randy Head (R-Logansport) and State Rep. Ethan Manning (R-Denver).
The Graham-Scott Farm, located in Bunker Hill and in operation since 1893, received a Hoosier Homestead Centennial Award. The Vincent Farm, located in Amboy and in operation since 1865, received a Hoosier Homestead Sesquicentennial Award.
We are just a few weeks away from critical deadlines for bills to receive a hearing, so legislation is moving quickly at the Statehouse. My first bill, House Bill 1056, passed through the Senate unanimously. Currently, county auditors determine someone’s eligibility for real property tax deductions. If a taxpayer is denied, they can appeal the decision, and the notice of appeal is filed with the county or township assessor. This bill streamlines the appeal process of auditor decisions by bypassing the assessor, who is unfamiliar with the case, from the system and sending it straight to the auditor. Due to an amendment in the Senate, the legislation must return to the House to either approve or reject the changes and send the bill to a conference committee to reconcile differences.
STATEHOUSE (March 13, 2019) —The House Courts and Criminal Code Committee voted in support of legislation sponsored by State Rep. Ethan Manning (R-Denver) that would strengthen the penalties for individuals who fail to stop when a school bus stop arm is extended.
This week the legislature wrapped up the first half of the 2019 session. We passed 201 bills out of the House, and we expect to receive just as many from the Senate to consider during the second half of session. I am sponsoring 12 different Senate bills and look forward to telling you more about those in the coming weeks.
Education, both in and outside the classroom, has been a constant theme this session. In the legislature, we are always looking into ways to enrich the lives of Hoosier students. Some of these approaches include classes and extracurricular activities to develop important skills. These education opportunities are valuable for our students, our community and our state.
State Reps. Mike Karickhoff (R-Kokomo) and Ethan Manning (R-Denver) pair sneakers with their suits to draw attention to National Cancer Prevention Month Tuesday, Feb. 19, 2019, at the Statehouse in Indianapolis. Each year, the Indiana House of Representatives participates in the Suits and Sneakers challenge, an annual event hosted by the American Cancer Society and the National Association of Basketball Coaches. According to the Indiana State Department of Health, cancer claims 37 Hoosier lives every day, but avoiding tobacco products, eating a healthy diet and maintaining an active lifestyle can help reduce the risk of the disease.
This week, I welcomed my first student page, Nicholas Yax from Logansport High School. I have known Nick now for a couple of years, and he is a bright, young man with unlimited potential. It was great to see him in the House Chamber and talk about issues lawmakers are working on this session. The House Page Program is a wonderful opportunity for students ages 13-18 to come see how their state government works. The recent announcement that Schneider Electric will be closing its Square D facility in Peru was painful news to hear. My thoughts are with the 306 employees left without a job and their families as they face potentially tough times ahead. State Sen. Randy Head and I are currently in communication with Gov. Eric Holcomb and our state’s federal elected officials to see what can be done to help. We will continue monitoring the situation and will do what we can to assist those affected. As your state legislators, we are always looking to support our neighbors.
Legislators wrapped up the first month of the 2019 legislative session, which must conclude by April 29. Last Thursday, my bill dealing with property tax deduction appeals unanimously passed out of the House. Bills continue to move through the process. It is a tradition for some of the more veteran members to have a little fun and tease new members as they present their first bill on the House floor. I enjoyed the back and forth with fellow representatives and was grateful my first bill passed to the Senate.
I recently spent a day meeting with local school officials, including superintendents, principals and other leaders of five school corporations. Hearing from these administrators on the accomplishments and challenges they face every day is vital for me as I discuss education policies at the Statehouse. With this feedback, I am able to make specific inquiries and suggestions to help our schools better serve Hoosier students.
The second week of the legislative session moved quickly, as more committees begin their work and bills begin to move through the process. On Tuesday evening, Gov. Eric Holcomb outlined his 2019 goals during the annual State of the State address. I look forward to working with the governor to accomplish our shared goal of taking Indiana to the Next Level.
We wrapped up the first full week of the 2019 legislative session, which is my first session in office. I have been learning new things, meeting new people, talking about many different issues and working on bills I filed. It has been a rewarding experience up to this point, and I am grateful to the people of House District 23 for allowing me to have the opportunity to serve our community and the state of Indiana in this way.

STATEHOUSE (Dec. 6, 2018) — State Rep. Ethan Manning (R-Denver) was recently selected to serve on three House committees, including the House Agriculture and Rural Development Committee.
STATEHOUSE (Nov. 20, 2018) – Ethan Manning of Denver took the oath of office today to serve as state representative for House District 23.
Indiana Supreme Court Chief Justice Loretta H. Rush administered the oath in the House Chamber of the Statehouse during Organization Day, the formal start to the legislative session.
“Being sworn in as a member of the Indiana General Assembly is a moment I will never forget. It’s an honor to serve the people of my district and have their support,” Manning said.
This will be my final Friend Report as the State Representative for House District 23. It has been 26 years in the making and I am, frankly, having trouble finding meaningful words, but here it goes!
STATEHOUSE (Oct. 25, 2018) – College students and recent graduates seeking an internship with the Indiana House of Representatives must submit their applications before the Oct. 31 deadline, according to area lawmakers.
The Next Level Connections program, as recently announced by Gov. Eric Holcomb, will help connect Hoosiers across the state through a variety of infrastructure projects. This includes improving our roads and bridging the digital divide in Indiana by expanding rural broadband, which will greatly benefit our community.
STATEHOUSE (Aug. 16, 2018) — Family farms from Cass County in operation for 100 years or more were recently recognized at the Indiana State Fair, according to local legislators.
STATEHOUSE (Aug. 2, 2018) – Indiana House Republicans are now accepting internship applications for the 2019 legislative session, which begins in January, according to State Rep. Bill Friend (R-Macy).
STATEHOUSE (June 6, 2018) — Two local pre-K programs were selected to receive an early education capacity-building grant, according to State Rep. Bill Friend (R-Macy).
STATEHOUSE (April 12, 2018) — The Gray Mill Company on Wednesday at the Statehouse received the Governor’s Half Century Business Award for its longevity and sustained investment in the community, according to State Rep. Bill Friend (R-Macy).
STATEHOUSE (March 22, 2018) – A policy sponsored by State Rep. Bill Friend (R-Macy) allowing products derived from industrial hemp, like CBD oil, to be sold in Indiana was signed into law on Wednesday by Gov. Eric Holcomb.
And just like that, the Indiana General Assembly has finished for the 2018 session. From beginning to end, representatives have worked hard to pass laws beneficial for everyone back home in our districts. Sine die was anything but boring, however we are all happy that a majority the of House’s agenda bills became law.
STATEHOUSE (March 14, 2018) — Members of the House of Representatives today honored retiring State Rep. Bill Friend (R-Macy) for his 26 years representing House District 23.
Recently, I heard very exciting news that the North Miami WarriorTech robotics squad won the Indiana State Championship. For having the best programmer, they also brought home the Control Award. The WarriorTech squad now has three weeks to prepare before traveling to the North Super Regional Contest in Cedar Rapids, Iowa, which occurs March 15-17.
Recently, I was honored to present a check to Helping Hands of Miami County from my friends at Miller’s Merry Manor. Every February for 43 years, Miller’s has conducted a Sweetheart’s contest and elected a king and queen. This was a fantastic event, with great participation from residents and their families. It was my pleasure to present almost $2,100 to Helping Hands from the proceeds of the contest. An old acquaintance, Junior Cooley, was crowned the king and Kay Workman, the queen. This is a great fundraiser for Miami County Helping Hands.
STATEHOUSE (Feb. 19, 2018) — State Rep. Bill Friend (R-Macy) today at the Statehouse honored the Lewis Cass marching band for winning the 2017 Class C Indiana State School Music Association Marching Band Championship.
February is a month full of significant events including Groundhog Day, Ann's and my wedding anniversary, Valentine's Day, Fat Tuesday, Ash Wednesday which is the first day of Lent, and Presidents' Day. During this month, there is also extreme changes in the temperature, with fog, sleet, ice and snow, which can all seem to show up with little or no predictability. Perhaps these special occasions are needed to overcome the turbulence and chilly February weather.
STATEHOUSE (Feb. 13, 2018) — State Reps. Bill Friend (R-Macy) and Don Lehe (R-Brookston) honored the Pioneer Junior-Senior High School football team on Monday at the Statehouse for winning the Indiana High School Athletic Association Class A state championship.
We have reached the midpoint of the 2018 General Assembly. The House passed 130 bills and the Senate passed 172 bills. The bills that passed their respective chambers can now be considered by the other chamber. Senate bills will have a chance to be heard in the House. The same process that we used for the House bills will still apply to those from the Senate. All bills must go through first reading, then committee, second reading and third reading in order to become law. If a bill completes all of these steps successfully, it goes to the governor to sign into law or veto. Our forefathers didn't make it easy to create or change a law to ensure the legislation that best serves the people will pass.
Last week, Logansport High School hosted Advanced Manufacturing Night for area students, parents and employers. It’s important to connect current students with potential employers early, especially since there is a growing emphasis on vocational skills and education, which many high schools offer. It is also essential to develop and promote workforce development and education programs statewide. I want to commend LHS for educating our community on career options and sponsoring the event.
STATEHOUSE (Jan. 31, 2018) — The House of Representatives on Tuesday passed State Rep. Bill Friend’s (R-Macy) proposal that would allow CBD oil to be sold and purchased in Indiana.
The observance of the holiday for Martin Luther King Jr. made for a shorter week for the legislature. Even though we had one less work day, there was plenty of action at the Statehouse.
House Bill 1051, which allows the sale of alcohol on Sunday’s between the hours of noon and 8 p.m., has passed the House and will move on to the Senate. I am also very happy to announce that HB 1214 passed out of the House Committee on Court and Criminal Code on Wednesday.
STATEHOUSE (Jan. 24, 2018) — The House Committee on Courts and Criminal Code today voted in favor of State Rep. Bill Friend’s (R-Macy) bill that would expand access to CBD oil in Indiana by legalizing industrial hemp products.
The deadline to file a proposal for a new law was Jan. 9, so there will be no more new proposals filed this session. During the short session, House members can file up to a maximum of five bills. This rule is to help manage the time and keep everyone on schedule throughout the 10-week period.
The General Assembly has convened for the 2018 session. In the 1970s, the legislature created the short session during even-numbered years in order to deal with the budget emergencies and issues deemed too important to wait until the next year. Over time, the short session has evolved to contain several elements similar to the long session. Session lasts 10 weeks and must end by March 14. There are several issues that will be addressed during this year. Hot topics such as alcohol sales, school funding boost, CBD oil use and more have been presented for consideration.
STATEHOUSE (Jan. 4, 2018) — Applications are open for students interested in participating in the Indiana House Page Program during the 2018 legislative session, according to State Rep. Bill Friend (R-Macy).
Earlier this year, the Indiana Department of Transportation released a proposal to install J-turn intersections on U.S. Highways 24 and 31 in Miami, Marshall and Cass counties. They stated the purpose of these projects was to enhance safety at key intersections. INDOT maintains that J-turn intersections will help prevent T-bone collisions that often cause serious injury or death. After months of conversations, INDOT recently withdrew their proposal and said they will re-evaluate these intersections. The decision was met with nearly unanimous and gleeful approval.
STATEHOUSE (Nov. 14, 2017) – The Indiana Department of Transportation will not install J-turns at intersections along U.S. Highways 31 and 24 at this time, according to State Rep. Bill Friend (R-Macy) and State Sen. Randy Head (R-Logansport).

This past Tuesday, I partnered with Farm Bureau to host a public meeting on proposed J-turn projects that could be constructed along U.S. Highways 31 and 24 in Miami County. The meeting was well attended with over 160 people in the audience. I’m glad so many were able to come out and share their concerns with INDOT.

We just experienced the final days of the 2017 legislative session. Back in January, we started with a discussion on road and bridge maintenance, and we ended it the same way.

STATEHOUSE (April 21, 2017) – State Rep. Bill Friend’s (R-Macy) legislation to allow the use of cannabidiol oil for treatment-resistant epilepsy could soon become law.
The Logansport Chamber of Commerce hosted a third house meeting on Saturday morning, and all our state representatives were able to attend, along with State Sen. Randy Head. Thirty or so constituents were in attendance, and they asked very thoughtful questions. There were questions about education funding, mental health and addiction funding and, of course, highway maintenance funding.
We recently held a meeting of the Indiana Legislative Rural Caucus. It’s a bipartisan group of lawmakers who meet to discuss issues affecting rural Indiana. We have talked about and heard presentations on everything from schools to healthcare. Last week, Lt. Gov. Suzanne Crouch addressed the group and spoke encouragingly about her efforts to promote economic development projects in rural Indiana.
Third house meetings are get-togethers your elected officials schedule to meet the public and have healthy give-and-take discussions about pressing issues. This past Saturday, Sen. Randy Head and I had two morning meetings: one in Kewanna, Fulton County and another in Peru, Miami County. Sen. Head and I traveled together from my home to Kewanna and met around 50 people at the downtown library. Attendees questioned us about the budget, education funding, the gas tax and solar energy. It was a very friendly meeting and lots of information was exchanged.
STATEHOUSE (March 29, 2017) – Legislation authored by State Rep. Bill Friend (R-Macy) that would give truck drivers some leeway when transporting wood products passed out of the Senate unanimously.
STATEHOUSE (March 27, 2017) – The Indiana House of Representatives supported legislation sponsored by State Rep. Bill Friend (R-Macy) that would change victim notification requirements with a vote of 97-0 on Monday.
At this point in the 2017 session, the legislature is still hearing bills in committee and hammering out some of the final details. There’s still several weeks to go, meaning for the larger issues, like the budget and road funding, nothing is set in stone or even wet concrete yet. I’m still working on a number of bills that are making their way through the legislative process.
Individuals in our community are continuing to receive recognition for their career accomplishments. It is very encouraging to see the president of Security Federal Savings Bank, Annette Russell of Logansport, on the cover of Hoosier Banker Magazine. Annette is currently the chair of the Indiana Bakers Association, where I know she provides excellent leadership and guidance. Congratulations, Annette!
STATEHOUSE (March 14, 2017) – The Indiana House of Representatives supported State Rep. Bill Friend’s (R-Macy) legislation providing local governments more options to maintain war memorials Tuesday with a vote of 92-0.
As the second half of session begins, it is important for everyone to understand that during the first two months of session, ideas are introduced and explained. The final months are when all the hard decisions are really made. We have been discussing bills that propose to change the Indiana Code. As those bills get finalized, we will soon vote on the final versions. Making and changing law is not easy. Our forefathers intended for it to be a careful, deliberate process.

Attending the third house meeting in Logansport was an enjoyable experience. About 35 taxpayers came to the Westside Diner to listen to Sen. Randy Head, Rep. Don Lehe and myself discuss legislation. After presentations from the legislators, patrons asked questions and gave their input.
This February has got to go down in history as the mildest ever. The daffodils and lilies are coming out of the ground with no regard for a coming freeze and snowfall. We live with the weather provided, but this season is very odd.
STATEHOUSE (Feb. 21, 2017) – State Rep. Bill Friend’s (R-Macy) legislation to allow the use of cannabidiol (CBD) oil for severe epilepsy passed out of the Indiana House of Representatives Tuesday with a vote of 98-0.
As the legislative session continues, there are a few issues that I have been working to address. I authored a number of bills that I think would provide benefits to not only the people in our community, but Hoosiers across the state.
STATEHOUSE (Feb. 15, 2017) – The House Committee on Courts and Criminal Code advanced State Rep. Bill Friend’s (R-Macy) legislation to legalize the use of cannabidiol (CBD) oil to the House floor today with a vote of 8-0.
Thank you to everyone who returned my legislative survey. It is very helpful to have input from constituents on major issues. Most comments overwhelmingly asked where the Hoosier Lottery money is being spent in relation to a proposed gas tax increase to fund roads. Many added that the lottery was initially pitched to Indiana as a financial benefit for roads and education. Here is a breakdown of how lottery funds are actually used.
A large part of being a state representative is being approachable and available to the public. I try to attend the Third House meetings held in each county of District 23. Recently, I attended a meeting in Rochester because I represent Liberty Township in Fulton County. Meetings at Rochester have always been well-attended, but this one was outstanding.
Recently, Gov. Eric Holcomb gave his first State of the State address to a joint session of the Indiana General Assembly. His message was well delivered and contained points of his legislative agenda. He first mentioned the need for an honestly balanced budget for the next biennium. Gov. Holcomb noted how important it is to have a strong financial position to maintain Indiana’s AAA credit rating. We should not take for granted that having the highest possible bond rating with all three credit rating agencies benefits all local government as they finance operations and projects.

The campaigns, elections and inaugurations are now over. We have new leadership at the federal, state and local levels. I pray that new leadership from President Trump, on down to the local officials, will provide a fresh, new, productive government. Yes, it’s true. The 2017 General Assembly is back in session. It is difficult to comprehend, but time marches on, and the lawmakers are now working on new legislation. I am especially honored that the voters have given me the opportunity to represent District 23 for two more years. It is a privilege to serve our community.

STATEHOUSE (Aug. 15, 2016) — The Weishaar Farm was recognized on Friday with a Hoosier Homestead award for 100 years of family farm ownership, according to State Rep. Bill Friend (R-Macy).
The Weishaar Farm, located in Miami County, has been in operation since 1914 and received the Hoosier Homestead Centennial Award during a ceremony at the Indiana State Fair.
STATEHOUSE (May 24, 2016) — State Rep. Bill Friend (R-Macy) attended Fire Ops 101 at the Peru Fire Department today, where he learned about what it takes to be a firefighter.
The Indiana General Assembly has adjourned Sine Die, meaning we have completed our business for the 2016 legislative session. It was an extremely productive session filled with several legislative accomplishments, including addressing road funding and ISTEP and supporting farmers. In January, House Republicans set a goal to fund Indiana’s infrastructure needs. During the last few weeks of session, lawmakers from both chambers crafted a plan together that will address our immediate road funding needs, while ensuring legislators come back next year during the budget session to discuss a more long-term plan.
The Statehouse is extremely busy right now. With standing committees done meeting, both Representatives and Senators are meeting in conference committees seeking the best results. Once both chambers agree on the final product, bills will then be eligible for consideration by the governor to be signed into law.

With the end of session just weeks away, legislation is being debated and voted on. As your state representative, it is my duty to listen to your thoughts and opinions and vote in our district’s best interest. I greatly appreciate your continued input this session, as it helps me represent your voice at the Statehouse.
It's an observation I made in a previous column, but it must be repeated: Fulton County can really turn out a crowd for a third house. Last Saturday morning, with the temperature at four degrees, there were 100 people at the legislative informational meeting. The Chamber and Farm Bureau sponsored the get-together to discuss pending legislation and hear local concerns. I want to congratulate the residents of Rochester and Fulton County for their active involvement in self-government. As I told them, ‘Our democracy does not work without participation.’ Those folks turn out, and they speak up!
The legislature has officially passed the halfway point. The deadline for bills to be heard and passed out of their chambers of origin has come and gone. Many bills have switched chambers as both the Senate and House finished deliberation on their respective bills, while most did not advance. Ultimately, there is only so much time to seriously consider proposals. I would like to review a handful of important bills concerning education, highway funding, fighting methamphetamine labs, Sunday alcohol sales and police body cameras.

Maintaining Hoosier highways and roads is a constant, ongoing obligation. Whatever the price of gas might be, potholes must be filled and roads must be maintained. If no action is taken in how we fund road construction and maintenance, we will all face mounting costs in terms of traffic congestion and road surface conditions. Already, the average Hoosier spends $366 per year in car repairs stemming from road quality. To address our current funding shortfalls and future needs, House Republicans proposed and passed House Bill (HB) 1001. This road funding bill was built upon three principles: fiscal responsibility, data-driven metrics and sustainable funding. All three are essential in maintaining a safe, efficient roads system to drive our economy; we do not want to create and leave a long-term debt for our children and our grandchildren in the form of crumbling and obsolete transportation infrastructure.
I would like to encourage you to attend the ISM College Planning event in our community.
During the legislative session, Saturday meetings in the district are called Third House Sessions. The meetings are usually sponsored by Indiana Farm Bureau or the Chamber of Commerce, and the public is invited and encouraged to participate. Area legislators speak and then field questions and concerns from the audience. This past Saturday, I attended a Third House in Fulton County at the Akron Community Center. The attendance was excellent! Over 60 citizens were in the audience and very much engaged. State Reps. Doug Gutwein (R-Francesville), Tim Harman (R-Bremen) and myself, along with Sen. Randall Head (R-Logansport), complimented Fulton County for participating in their state government. It is heartwarming for elected officials to have the public attend and appreciate the work done by the Indiana General Assembly.
This session of the General Assembly is moving along at a rapid pace. Committees are hearing bills and discussing topics. There have been 430 House bills filed and 400 Senate bills filed.
INDIANAPOLIS (Jan. 19, 2016)– State Rep. Bill Friend (R-Macy) paired his sneakers with his suit today at the Statehouse to help raise cancer awareness.
