Representative Martin Carbaugh is a lifelong resident of Fort Wayne making him the perfect man to represent his community. He has been an elected Precinct Committeeman in Allen County and is also a member of the National Association of Insurance and Financial Advisors and the National Federation of Independent Business. His district includes a portion of central Allen County as well as the northwestern portion of Fort Wayne.
For more than 15 years, Rep. Carbaugh has helped business owners and families plan for their financial futures and he wants to use his experience to help Indiana continue on a fiscally conservative track. A top priority is to create and bring jobs to Indiana by concentrating on reducing regulations in Indiana that hinder workforce progress and supporting a competitive tax code.
Rep. Carbaugh and his wife Sally have two daughters, Katelyn and Grace. In his free time he volunteers with Junior Achievement to teach students basic financial knowledge. He is a member of the Concordia Lutheran Church. He enjoys working with constituents from his area to secure a positive future for House District 81 as well as Indiana.

Note to the Press – Allen County lawmakers issued the following statements in response to the U.S. Supreme Court reversing its decision on Roe v. Wade and returning the issue of abortion back to the states. State legislators are expected to take action to further protect life when they return to the Statehouse for a special session. Gov. Eric Holcomb recently announced his call for lawmakers to reconvene on July 6 and provide $1 billion in inflation relief to Hoosier taxpayers due to higher-than-expected revenue collections. STATEHOUSE (Dec. 27, 2017) — Fort Wayne state representatives are encouraging area students to apply to the 2018 Indiana House of Representatives Page Program.
Indiana's jobs climate continues to attract the national spotlight.
In fact, Forbes just listed Indiana as the eighth best state in the nation for business. The magazine compared states' business costs, regulatory environment, economic climate, growth prospects and quality of life. Indiana was also ranked second for its regulatory environment and sixth for quality of life.

Indiana University-Purdue University Fort Wayne (IPFW) will be hosting their annual Mastadon Job and Internship Fair on September 22nd for both students and the general public. Additionally, IPFW has launched a career fair app and is offering prep sessions to prepare job seekers for the event. STATEHOUSE - “As a representative serving on the Veterans Affairs and Public Safety Committee, I understand the importance of enacting legislation that benefits our Hoosier heroes. The Servicemembers Civil Relief Act, legislation I championed, will remove some of the burdens facing members of the Indiana National Guard while they are called to serve on a deployment or active duty. I am proud to have had an active role in working for our military members and providing them additional benefits as a thank you for serving our state and country.”

STATEHOUSE — House Speaker Brian C. Bosma (R-Indianapolis) announced the 2015 interim committee assignments for members of the Indiana House of Representatives. State Representative Martin Carbaugh (R-Fort Wayne) has been appointed to serve on the Pension Management Oversight as well as Financial Institutions and Insurance study committees.
In the last installment of this series highlighting our legislative accomplishments, I focused on legislation promoting public safety. This week I will discuss legislation that was created to increase government transparency through ethics reform.
As a state representative, one of my goals is to ensure our students receive the best education possible. This year, House Republicans made it a priority to increase education funding and empower teachers and school districts to find innovative ways to meet the educational needs of their students. This is why I am concerned about a potential proposal impacting federal statute that could limit a school’s ability to help students become college ready.
In the last installment of this series highlighting our legislative accomplishments, I focused on legislation benefiting Hoosier veterans. This week I will discuss one of our 2015 legislative agenda priorities: public safety.
In my first installment of this series highlighting our legislative accomplishments, I discussed a variety of ways we worked to improve education in our community. For this installment and with Memorial Day around the corner, I will discuss what was achieved to benefit Indiana's veterans.
I am pleased to report that this legislative session was very productive. To better inform you about the work we have done to improve our community and state, I will be doing a four-part series about this session's achievements. The first installment of this series focuses on education.
STATEHOUSE - “The state’s biennial budget not only passed the largest increase for education funding in our state’s history, but also historic funding for Fort Wayne Community School Corporation. I was pleased to support an increase in funding for our local students as well as continued protection for parents’ choice in their child’s education.
STATEHOUSE – State Representative Martin Carbaugh (R-Fort Wayne) authored legislation to provide pension protection for teachers, firefighters and state employees. House Bill (HB) 1466 would deliver needed safeguards to state employee pension plans while applying reviews to prevent errors or miscalculations. The bill passed out of the Senate unanimously.
A recent legislative measure that I co-authored will further protect our state's service members by allowing them to suspend or postpone certain obligations while they are on active duty. Titled the Service Member's Civil Relief Act (SCRA), all military members including Indiana's National Guardsmen and Reservists are covered under this legislation that passed out of the House unanimously.
STATEHOUSE - “I am pleased to hear that Purdue University President Daniels is in support of the change for Indiana University Purdue University Fort Wayne (IPFW) to be designated as a ‘Metropolitan University.’
The Office of Early Childhood and Out-of-School Learning is partnering with Early Learning Indiana to offer almost 500,000 dollars in grants for early learning providers. These grants can be applied for by any Allen County program or facility that participates, or agrees to participate, in the On My Way Pre-K Pilot Program.
Last year, the Indiana General Assembly established the pre-k pilot program, which is expected to serve approximately 2,000 students.
These grants will greatly benefit Indiana's participating pre-k programs, and I am pleased to see more resources come available to support early learning in Indiana. Facilities can use the grants to furnish classrooms, supply materials and more. Applications for grants are due February 15 and can be found here, along with information about the On My Way Pre-K Program.
I encourage our local pre-k programs to apply for these grants. Education is a top priority which will better prepare students for their futures.
STATEHOUSE – House Bill (HB) 1242 authored by State Representative Martin Carbaugh (R-Fort Wayne) and co- authored by Reps. Karlee Macer (D-Indianapolis), Bob Morris (R-Fort Wayne) and Dave Ober (R-Albion) passed out of the House today with a unanimous vote and will now go to the Senate for further discussion.
STATEHOUSE – On Organization Day, State Representative Martin Carbaugh (R-Fort Wayne) was sworn into office at the Statehouse, marking the first official meeting of the 119th General Assembly. Rep. Carbaugh was re-elected to represent House District 81, which includes portions of Allen County.
STATEHOUSE – State Representative Martin Carbaugh (R-Fort Wayne) along with House Speaker Brian C. Bosma (R-Indianapolis) and other members of the House Republican Caucus, unveiled their 2015 House Republican Legislative Agenda. STATEHOUSE – House Enrolled Act (HEA) 1242 was signed into law by Governor Pence at the 122nd Fighter Base in Fort Wayne. The legislation authored by State Representative Martin Carbaugh (R-Fort Wayne) makes it illegal for an employer to discriminate against a prospective employee because they are a veteran of the Armed Forces or member of the Indiana National Guard or a reserve component.
I am not a veteran of the armed forces. I have never defended my country overseas or been on high alert for a domestic issue. I will probably never know the horrors of war, but I see veterans coming home forever changed by their experiences.

STATEHOUSE – State Representative Martin Carbaugh (R-Fort Wayne) is pleased to announce that the 2013 Indiana Legislative Session has successfully come to a close. A fiscally conservative, balanced budget and three of his bills, House Enrolled Act (HEA) 1270, HEA 1560 and Senate Enrolled Act (SEA) 126 are on their way to becoming law.
STATEHOUSE – Lt. Gov. Sue Ellspermann held a press conference today with State Representative Martin Carbaugh (R-Fort Wayne) regarding the expansion of Indiana’s Hardest Hit Fund.
The U.S. Department of the Treasury identified Indiana as one of 18 states plus the District of Columbia, that had been most affected by the downturn of the economy. Indiana was awarded more than $221 million to help struggling Hoosier families pay their mortgages through the Indiana Housing and Community Development Authority (IHCDA).
