Expanding Opportunity for Small Business

Recently, the state announced the launch of the Indiana Small Business Program, a new initiative to strengthen the Hoosier small business environment by helping these business owners participate more in state procurement.

Indiana will expand the existing Buy Indiana program, allowing more businesses to qualify to receive points in the procurement process. Additionally, the state will provide technical assistance, training and programming and help set up participating businesses to better compete for state contracts.

To participate in the program, a business must generate no more than $10 million in annual gross receipts averaged over the last two years and must meet at least one of the following criteria:

  • Be registered as a domestic business with the Indiana Secretary of State.
  • Pay a majority of its payroll, in dollar volume, to Indiana residents.
  • Employ Indiana residents as a majority of its employees.
  • Make significant capital investments in Indiana.

The program will also increase the volume of state goods and services procured from Hoosier small businesses. For more information, click here.

Small businesses are a major driver of Indiana's economy and job growth. To continue supporting them, House Republicans championed a law in 2025 establishing the Office of Entrepreneurship & Innovation to help streamline resources and support for small businesses and entrepreneurs, and advance efforts to foster youth entrepreneurship.
