"The fact of the matter is, we have talked about unintended consequences since I have been here, but rarely have we tried to amend the Constitution with so many unintended consequences," said Rep. Randy Borror (R-Fort Wayne). "We have to pass this bill out of committee today, and we must address the commitment of property tax reform for Hoosiers. It is an embarrassment to vote 'Yes,' but we must so we will have something to work with in conference committee. I am hopeful we can clean this up on second reading."
