STATEHOUSE- Rep. Mike Speedy (R-Indianapolis) responded to his district’s need and authored legislation, House Bill (HB) 1134, which would prevent parents and students from being charged a fee for transportation to and from school. The bill passed out of the House Monday with a 92-2 vote.  

Currently students in Franklin Township are being charged a fee to take the bus to school. The proposed legislation would help clarify the law currently in place, as well as establishes guidelines for school bus maintenance and replacement requirements.

“Many constituents from my district contacted me when the school’s started charging for transportation. The gist of this bill addresses the financial need of people not only in my district, but people across Indiana. But at the heart of this bill lays a concern for public safety and most importantly the protection of Hoosier family budgets,” said Rep. Speedy. “By passing this legislation out of the House, we are one step closer to protecting family budgets and improving public safety.”

More and more parents driving in and out of school parking lots to drop their students off, combined with the increased number of students walking to school, through the parking lots and in between cars have recently created a major safety hazard for students.

HB 1134 will now be heard in the Senate. 


Rep. Mike Speedy represents District 90 which includes the eastern half of Perry Township, almost all of Franklin Township and the southeastern third of Warren Township. Rep. Speedy serves as Vice Chair of the Roads and Transportation Committee. He is also a member of the Employment, Labor and Pensions and Financial Institutions Committees.
