STATEHOUSE— The 2013 legislative session has concluded. State Representative Denny Zent (R-Angola) is pleased to see the success of three of his priority bills this session: Senate Enrolled Act (SEA) 223, House Enrolled Act (HEA) 1099 and HEA 1486.

SEA 223 expands the current definition of sexual conduct when dealing child exploitation. This legislation makes clear that images placing focus on female’s breast, who is under 18, with the intent to arouse sexual desires is considered child pornography.

“Every parent loves to take pictures of their child,” said Rep. Zent. “According to current law, many pictures that parents take are considered child pornography, such as images of their child in the bath tub or running around the house in a diaper. SEA 223 clarifies the definition of child exploitation and protects those parents who are just proud of everything their child does.”

HEA 1099 eases the restrictions involving physicians’ assistants (PA’s). Indiana currently has some of the strictest regulations when it comes to PA’s. HEA 1099 will allow PA’s that meet certain practice requirements to prescribe Schedule II controlled substances for an aggregate 30 day supply.

“This legislation is about allowing physicians’ assistants to take on more responsibility,” said Rep. Zent. “Indiana ran the risk of PA’s leaving for other states because of our restrictive laws. This legislation gives PA’s more flexibility in the workplace.”

HEA 1486 will allow medically-trained veterans to receive a license or certification to become emergency medical services workers. The license is authorized by the Emergency Medical Services Commission. This legislation will allow more veterans to return to the workforce by utilizing skills they already possess.

“Unemployment is high among veterans, particularly in Indiana. There is also a shortage of emergency medical technicians,” said Rep. Zent. “HEA 1486 helps veterans return to the workforce by applying training they were given in the military. As a veteran, I understand how difficult it can be to re-enter the workforce after leaving the service. We owe it to these brave men and women who have served our country.”
