"The only way I would have supported a 1-percent cap on property taxes based on income was if it needed one vote to pass in order to keep the measure alive," said Rep. Foley. "This is not a well-thought-out plan, and it is without empirical data. We need a clean, clear, concise constitutional amendment.

"Also included in today's events, the majority amended a jobs and labor bill to include illegal immigration issues to avoid debating our proposals. The abusive process was very upsetting, and I know the Senate will delete the inappropriate provisions. Nevertheless, voting for the bill was the only way I could express the concerns of District 47 regarding illegal immigration.

"I look forward to the conference committee process in hopes it will create a workable property tax solution that follows the leadership of the Gov. Daniels as well as a good illegal immigration policy for Indiana."
