State Representative Ed Soliday was born and raised in Valparaiso, Indiana, where he has lived for over 50 years. He attended Valparaiso High School, where he ran cross-country, played basketball and ran track and field. He is married to the former Mary Kay Wagoner of Hebron and they have two grown children. He and Mary attend Calvary Church. While living in Valparaiso, Ed has served on the Valparaiso Planning Commission and the Valparaiso Board of Parks and Recreation. He is a former member of the Valparaiso Lions Club and Valparaiso Rotary. He was appointed by the Governor to the Northwest Indiana Regional Planning Commission and a member of the Northwest Indiana Challenger Learning Center Board.
While serving as a pilot with United Airlines, Ed was asked to serve as President and Chief Executive Officer of Kids Alive International, a group of international children's homes in various locations around the world. Ed and his wife served with Kid's Alive without remuneration for over 10 years.
Representative Soliday was employed by United Airlines for over 35 years as a pilot, Human Factors Instructor, Flight Manager, and Senior Staff Executive, serving the last eleven as Vice President of Safety, Quality Assurance and Security, responsible for Flight Safety, Aircraft Cabin Safety, Occupational Safety, Environmental Compliance, Operational Quality Assurance, Security, Computer Security and Emergency Response. Captain Soliday was responsible for crisis management during 9/11 at United. During his career Captain Soliday flew the DC-6, DC-8, Boeing 727, Boeing 737-200, -300, -500, the Boeing 767-200, BOEING 767-300 and Boeing 757-200, logging over 14,000 hours of flight time.
Representative Soliday began his aviation career as a partner in a flight school and charter operation at Gary airport flying Cessna, Piper and Beech aircraft. He joined United Airlines at age 21 as a flight engineer. Three years later he left United to fly AH-1G Cobra attack helicopters in Vietnam. In the Army he flew the UH-1H Huey, the H-13, H-23, UH-1H and the AH-1G Huey Cobra, serving as a combat pilot, maintenance officer and test pilot.
During his career at United he made significant contributions in the development of emergency response methodologies, flight crew human factors safety initiatives, Enhanced Ground Proximity Warning Device development, Flight Operations Quality Assurance programs (digital performance monitoring and analysis), joint, union/management occupational safety initiatives, code share and express carrier auditing, aviation industry security screening technology deployment and risk analysis. He was an early pioneer of Safety Management Systems.
He has served on numerous aviation safety related advisory boards and commissions including the Gore Commission's Aviation Security Baseline Working Group and founding co-chairman of the Commercial Aviation Safety Team, chairman of the Flight Operations Quality Assurance Advisory Rulemaking Committee, past chairman of the Air Transport Association Safety Council, the International Air Transport Association Flight Safety Committee, past Chairman of the Star Alliance Safety Committee, and the Air Transport Association Environment Executive Sub-Committee, past chairman of the ATA Environmental Committee, the Executive Board of the Flight Safety Foundation, the NASA Aviation Safety Program Executive Panel, The National Academy of Sciences Sub-Committee on Transportation Security Technology, the National Academy of Sciences Decadal Survey of NASA Aeronautics Research-chairman of the Complex Integrated Systems Panel as well as several other National Academies studies and peer reviews. He served as adjunct professor of Aviation Safety and Security at George Washington University1999 thru 2007 and as a member of the Adler Planetarium Board of Trustees.
Among his awards are the Bendix Trophy for Aviation Safety, the Vanguard Trophy and the Laura Tabor Barbour International Air Safety Award, Federal Bureau of Investigation and Federal Aviation Administration Distinguished Service Awards, the Distinguished Flying Cross, two Bronze Stars and the Purple Heart. In 2009, the Commercial Aviation Safety Team, of which Captain Soliday was the founding co-chair, received the prestigious Collier Trophy for reducing the commercial aviation fatal accident rate by 83% in ten years and producing the longest period without a commercial aviation fatality in the history of the industry.
He served on the Massachusetts Institute of Technology Global Airline Industry Program Advisory Group, The National Academies of Sciences Aeronautics and Space Engineering Board.
Representative Soliday also serves on several not for profit boards including: Board of Regents of Trinity International University and Board of Emmanuel Hospital Association.
He has served as an aviation consultant to many organizations including the Rand Corporation, the Boeing Company, Greenbriar Equity, LLP, Skadden & Arp, Quirk & Bachelor, LLP and Condon & Forsyth, LLP.

STATEHOUSE (Feb. 6, 2017) – “We are now six weeks into session, and we are finally hearing from the House Democrats on how to address our shared concerns for the future of Indiana’s roads. Their plan would raise taxes, result in cuts to education and jeopardize our state’s AAA credit rating. In the last month alone, we have heard of many jobs and business investments coming to Indiana in direct response to our state’s top-ranked business climate and pro-growth policies. Raising taxes on Hoosier employers is the wrong move and would be a major employment setback for the average worker. The House Republicans have put forth a data-driven and sustainable long-term plan, that reforms the way we pay for our roads and doesn’t harm our state’s fiscal health or business climate,” said Bosma.
“The House Democrat’s proposed plan is missing responsible, sustainable, long-term funding. They do not fully understand our current and future infrastructure needs and they have a plan that is lacking in data to back up their proposal. The door is always open for a bipartisan solution, but we refuse to kick the can down the road. Our plan is backed by years of study, producing a data-driven, lasting solution to Indiana’s infrastructure needs that does not create debt for future generations,” said Soliday.

STATEHOUSE – Today, a priority bill to improve Indiana’s transportation system passed out of the House with overwhelming bipartisan support and will now go to the Senate for further discussion. House Bill (HB) 1002, a joint effort between State Representatives Ed Soliday (R-Valparaiso) and Tim Brown (R-Crawfordsville), authorizes the Budget Agency to transfer funds, already approved in the biennial budget, to the State Highway Fund to address Indiana’s current infrastructure needs.

STATEHOUSE – Legislation making changes to Indiana’s specialty plate system unanimously passed the Senate yesterday, but a compromise on the legislation will be needed to reach the governor’s desk. House Bill (HB) 1279, authored by State Representative Ed Soliday (R-Valparaiso), with Senate sponsors Jim Merritt (R-Indianapolis) and Tom Wyss (R-Fort Wayne), will now go to conference committee, comprised of members from both chambers, for further consideration.

STATEHOUSE – Hoosier leaders are drafting legislation to correct a recently discovered loophole by the Porter County Council. (STATEHOUSE) March 24, 2009 - Gov. Mitch Daniels has announced that Indiana will become "the world's clean-coal leader" after signing a bill co-sponsored by Rep. Ed Soliday (R-Valparaiso). The bill, signed today, allows synthetic natural gas (SNG), made from coal, to be sent to Hoosier homes. The bill's author was Sen. Brandt Hershman.
STATEHOUSE (March 19, 2009) - Rep. Ed Soliday (R-Valparaiso) would like to make Hoosiers aware that the Indiana Department of Workforce Development today announced that those who have exhausted their state and federal unemployment benefits, may be eligible for an additional 13 weeks of unemployment assistance.
Those eligible will be notified by mail beginning this week and will be able to check their benefit end date on their homepage on the state's online filing system, Uplink.

Thank you for your recent editorial regarding Indiana House Bill 1486. As you know, good law is usually created through a process of respectful idea sharing in an environment of openness and candor.
(STATEHOUSE) Jan. 15-, 2009 - State Rep. Ed Soliday (R-Valparaiso) is offering opportunities for area students who are interested in serving as single-day pages in the Indiana House of Representatives. By serving as a House page, students are given the opportunity to view and participate in the day-to-day activities of the General Assembly.
(STATEHOUSE) Jan. 7, 2009 - State Rep. Ed Soliday (R-Valparaiso) was appointed as the assistant Republican whip by Republican Leader Brian C. Bosma. Rep. Soliday will serve in this role for the next two years.
(STATEHOUSE) Nov. 18, 2008 - Rep. Ed Soliday (R-Valparaiso) was sworn in today as a member of the 116th General Assembly during the legislature's Organization Day. Rep. Soliday has represented District 4 since 2006.
(STATEHOUSE) Jan. 30, 2008 - The House passed the emergency alert system advisory committee bill, co-authored by Rep. Ed Soliday (R-Valparaiso), in a vote of 90-4 today. The bill will now move to the Senate.
(STATEHOUSE) Jan. 29, 2008 - Retired teachers who have served in the armed forces would receive credit for their service in their retirement fund under a bill passed 82-9 Tuesday by the House of Representatives. House Bill 1013, co-authored by Rep. Ed Solidly (R-Valparaiso), grants up to six years of service credit in the teachers' retirement fund, under certain conditions, for a member's past active duty military service.
(STATEHOUSE) Jan. 29, 2008 - The first step in improving the service of the South Shore Railroad to northwest Indiana was achieved today by as the House of Representatives passed House Bill 1220. Rep. Ed Soliday voted in support of the bill, which passed by a 54-41.
(STATEHOUSE) Jan. 28, 2008 - The House of Representatives on Monday passed House Bill 1074, authored by Rep. Ed Soliday (R-Valparaiso), by a vote of 89-1. House Bill 1074 makes it a Class C felony if a person knowingly and intentionally takes a firearm or weapon from a law enforcement officer or from within the immediate proximity of the officer without the officer's consent while the officer is engaged in the performance of official duties. The bill also enhances this crime to a Class B felony if the officer is injured and to a Class A felony if an officer dies or if the officer is injured and a firearm was taken.

(STATEHOUSE) July 20, 2007 - State Representative Ed Soliday (R-Valparaiso) has been assigned to four statutory study commissions and committees aimed at preparing the General Assembly for important issues that will likely be discussed during the next legislative session. House Leaders appointed Rep. Soliday to serve on the Regulatory Flexibility Committee, Joint Study Committee on Mass Transit and Transportation Alternatives, Illiana Expressway Proposal Review Committee and the Northwest Indiana Transportation Study Commission.
