Prior to serving in the House of Representatives, Rep. Speedy served southeast Marion County on the 29-member Indianapolis City County Council for nearly seven years. In this capacity, he concluded his council services as Chairman of Public Works Committee.
Born on the Southside, Rep. Speedy was raised partly south of Indianapolis and also in Kalamazoo, Michigan. He credits his late mother for instilling the sense of duty to serve his community and protect its values and taxpayers. Like his father before him, he earned his B.S. in Real Estate Finance from the Indiana University Kelley School of Business. Rep. Speedy also attained a law degree from IU's School of Law at Indianapolis. He maintains his law license and a designation Certified Commercial Investment Member. A second generation real estate developer, Rep. Speedy also runs and operates a small business in Indianapolis.
Additionally, he spends much of his time with his two children and attending community meetings and events, and has volunteered as a mentor for the Indianapolis Big Brother Big Sister chapter and EAA's Young Eagles. He attends Living Word Bible Church.

STATEHOUSE (July 14, 2021) – "Hardworking Hoosiers are yet again reaping the benefits of Indiana's fiscal responsibility. At a time when our national debt is an unfathomable $28 trillion and rising, Indiana's conservative budgeting is a breath of fresh air. Our latest budget not only provides historic funding for Hoosier priorities like K-12 education, but it also reduces taxpayer-funded debt and paves the way for future tax cuts and reforms And today, our state's booming economy and strong fiscal health are resulting in refunds to Indiana taxpayers," said State Rep. Bob Behning (R-Indianapolis).
"We can never forget that government funded means taxpayer funded. Unlike D.C., Indiana is committed to fiscal responsibility and living within our means. When the well runs dry, we do not have the luxury of printing more money or kicking the can down the road. Future generations should inherit opportunities, not debt. STATEHOUSE (July 12, 2021) – From historic education funding to supporting public safety officers, State Reps. Bob Behning (R-Indianapolis) and Mike Speedy (R-Indianapolis) said Hoosiers should be aware of several new state laws effective July 1.
STATEHOUSE (May 27, 2021) – Legislation supported by State Rep. Mike Speedy (R-Indianapolis) protecting Hoosiers' right to gather for religious worship services during future public emergencies is now law.
STATEHOUSE (April 20, 2021) – "Indiana consistently puts education at the top of the priority list when it comes to funding, and this year is no exception. Before the most recent revenue forecast, schools across the state were expected to see an increase in funding. Thanks to our strong conservative leadership and our economy rebounding, our state is able to further our commitment to Hoosier students and educators, and increase our investment substantially. Locals should use this additional funding to increase educator salaries to help retain and attract top talent in our classrooms," said State Rep. Bob Behning (R-Indianapolis), chair of the House Education Committee.
"Our commitment to fiscal responsibility is yet again paying off as Indiana is able to strategically invest in Hoosier priorities like public safety. Our law enforcement officers risk their lives each day to keep our communities and state safe. Indiana's next two-year budget allocates funds for local and state police agencies to purchase body cameras, invests in numerous programs to help fight crime and makes training grants available to departments across the state. These investments are in addition to a salary increase for our state police, conservation and excise officers.
