Background: Davis previously introduced House Bill 1480 during the 2025 legislative session, which would have set minimum standards for the installation and maintenance of telecommunications and utility cables and wires, both above and below ground. These tangled and loose, often abandoned, cables and infrastructure pose safety risks and financial burdens for local communities. Barnett has been vocal on this issue and has worked with Davis over the past few years to look for possible solutions at the state level.
